Development of Canada’s second State of Youth Report

This bid solicitation cancels and supersedes previous bid solicitation number 10233032 - A dated June 7,2024 with a closing of June 25, 2024, at 14:00 EDT.

The solicitation period is extended by 11 business days . Amendment 002 is raised to change the solicitation closing date from June 25, 2024, at 14:00 EDT to July 12, 2024, at 14:00 EDT. Broken hyperlinks found in “Part 5 - Certifications and Additional Information” have been updated in Amendment 002. All other clauses and condition remain unchanged.

The security requirements are changed. Amendment 001 is raised to delete "6.1.1 Before award of contract, the following conditions must be met :" of Part 6 Security and Other Requirements and replaced with " 6.1.1 At the date of bid closing, the following conditions must be met :"

Description of Requirement:

The Federal Youth Secretariat (YS) housed within Canadian Heritage (PCH) is responsible for coordinating the development and drafting of the second State of Youth Report, which is planned to be published in July 2025.

Delivering on a commitment of Canada’s Youth Policy, the first-ever State of Youth Report: For Youth, With Youth, By Youth (SOYR) was published in August 2021. Youth from across the country contributed to the report, which provided information on youth in Canada, the state of youth in their own words, and highlighted federal initiatives that may be of interest to youth. The first report was structured around the six priority areas youth identified in the Canada’s Youth Policy;

a. Environment and Climate Action;
b. Employment;
c. Innovation, Skills and Learning;
d. Leadership and Impact;
e. Health and Wellness; and
f. Truth and Reconciliation

The second SOYR should serve as both an update to the first SOYR, and as a standalone snapshot of Canada’s youth in 2025 along the existing six priority areas. It should also update, change, or add to those priority areas as needed through the designated phases noted below. These phases involve youth engagement, data collection, analysis, writing and preparation (design), and the planned release of the report is 2025.

The requirement is subject to the Canadian Free Trade Agreement (CFTA), the Canada-Chile Free Trade Agreement, the Canada-Colombia Free Trade Agreement, the Canada-Honduras Free Trade Agreement, the Canada-Panama Free Trade Agreement, and the Canada-Peru Free Trade Agreement.

Duration of Contract:

The period of the contract is from contract award to January 31, 2026.

Evaluation Process and Selection Methodology

Basis of Selection – Highest Rated Within Budget

1. To be declared responsive, a bid must:
a. comply with all the requirements of the bid solicitation;
b. meet all mandatory technical and financial evaluation criteria; and
c. obtain the required minimum points for the technical evaluation criteria which are subject to point rating.

2. Bids not meeting (a) or (b) or (c) will be declared nonresponsive. The responsive bid with the highest number of points will be recommended for award of a contract, provided that the total evaluated price does not exceed the budget available for this requirement.

Evaluation Procedures

Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria.

Mandatory Financial Criteria

The maximum funding available for the Contract resulting from the bid solicitation is $300 000.00 (Applicable Taxes extra). Bids valued in excess of this amount will be considered non-responsive. This disclosure does not commit Canada to pay the maximum funding available.

Mandatory Requirements (M)

M.1 Project Plan
The Bidder must provide a detailed Project Plan for all tasks to be undertaken listed in the Statement of Work at Annex A.

The plan must identify all tasks, the relationship of the tasks and any interdependencies, as well as the duration of tasks and resources required to complete the task.

The plan must include:

1. The proposed methodology must provide a paragraph that describes and demonstrates the approach to data collection and analysis, highlighting the active involvement of youth in these processes.

2. An engagement strategy that:
a. Details the approach to involve stakeholders, engaging youth and ensuring their active participation throughout the project.
b. Includes consideration of established ethical guidelines, such as obtaining informed consent, maintaining confidentiality, and complying with legal requirements for engaging with minors and involving parental consent when necessary.

3. A detailed timeline for each phase of the project that outlines the estimated time required and completion dates for each phase’s components.

M.2 Experience

Bidders must provide details and description of two (2) projects demonstrating their experience undertaking study and analysis with youth or experience working with or for youth.
Each project description must demonstrate how the organization’s past analytical and engagement work and experience has engaged with or intersected with youth and, more broadly, equity-seeking groups.

Each project description must include the following:
a) The client’s name (e.g., company or organization name);
b) The work location(s);
c) The work period; and
d) The number of youth reached.

Security Requirements

Before award of a contract, the following conditions must be met:
(a) the Bidder must hold a valid organization security clearance as indicated in Part 7-Resulting Contract Clauses;

(b) the Bidder's proposed individuals requiring access to classified or protected information, assets or sensitive work sites must meet the security requirements as indicated in Part 7 - Resulting Contract Clauses;

(c) the Bidder must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites;

(d) the Bidder’s proposed location of work performance and document safeguarding must meet the security requirements as indicated in Part 7 - Resulting Contract Clauses;

(e) the Bidder must provide the addresses of proposed sites or premises of work performance and document safeguarding as indicated in Part 3 - Section IV Additional Information.

Bidders are reminded to obtain the required security clearance promptly. Any delay in the award of a contract to allow the successful Bidder to obtain the required clearance will be at the entire discretion of the Contracting Authority.
