REQUIREMENT:
The Agriculture and Agri-Food Canada, Lethbridge Research Centre in Lethbridge, AB requires an upgrade to the site’s greenhouse controls. Argus controls are required in order to maintain compatibility with the existing system. Argus Controls is the original equipment manufacturer of Argus controllers and thus a sole source contract is required.
SCOPE OF WORK:
The work will include all parts and labour to upgrade Greenhouse Range F to the newest Argus controllers as follows:
• Replacement of Hardware: Swap obsolete Argus Classic components for new Argus TITAN components in two zones (F range).
• Software Upgrade: Transition the control software to the TITAN platform for enhanced plant environment management.
• Reuse of Existing Components: Existing sensors, line voltage relays, breakers, etc., will be used to repair malfunctioning controllers (Range C/D).
• Installation of Additional Sensors: Integrate new sensors with the existing weather mast.
• Communication Setup: Ensure seamless communication between old and new controllers and the central greenhouse computer.
• Training: Provide comprehensive training for greenhouse staff on the new software and controllers.
• Includes as-built drawings and installation manuals.
• Includes warranty coverage on new hardware and software components from defective material and workmanship for a period of one year.
CONTRACT PERIOD:
From Date of Award and shall be completed prior to March 31, 2025.

Estimated Value: $109,446.75 (including GST).

SOLE SOURCE JUSTIFICATION:
Argus Controls is the original equipment manufacturer and have developed and own all related IP. They hold exclusive ownership of the intellectual property for their equipment and do not authorize any value-added resellers or distributors for their equipment.
ACAN NOTICE:
You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a "Statement of Capabilities" that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process.
Submission of Statement of Capabilities:
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing, either via letter, facsimile or email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities in block letters.
The Crown retains the right to negotiate with suppliers on any procurement.
