    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    Objectives: The Correctional Service Canada has a requirement for Urinalysis Collection Services in the Abbotsford and Maple Ridge areas.
    Deliverables: Consistent with the Mission of the Correctional Service of Canada, the contractor must perform the following tasks:
    a) Upon referral, collect urine samples from federally released offenders. These collection may occur in the Parole Office, Community Based Residential Facility (CBRF), the offender’s private residence or in an area designated by CSC.

    b) The collector must be of the same gender as the offender providing the sample.

    c) Ensure the integrity of the sample by confirming required security seals are in place on the container, obtain signatures on the container, and prepare the container for shipment to the specified laboratory for testing.

    d) Ship the samples with a bill of lading to the approved laboratory for testing.

    e) Collect samples in compliance with Section 66 (1) of the CCRA regulations and CD 566-10: or updated policy and ensure maintenance of privacy, confidentiality and non--disclosure as to the identity of the donor. The contractor (collector) must purchase its own protective gloves.

    f) Present the offender with form 1064-01 (Community Notification to Provide a Urine Sample) prior to each test, and obtain a signature, complete the Chain of Custody Form and distribute copies of the form as indicated.

    g) Complete the urinalysis log sheets monthly or provide a detailed invoice, or both and forward them to the respective office responsible for the supervision of the offender.

    h) Ensure tandem partner accompaniment for all cases assessed by CSC as meeting the tandem supervision policy whenever a urine sample is collected in the offender’s private residence or isolated community location (CD 715).

    i) In the event of a planned absence of the Contractor, it is the Contractor’s responsibility to arrange for a qualified substitute collector.

    j) Immediately notify the CSC supervising parole office in the event of an offender’s refusal or inability to provide a sample, and or any suspicious behaviour is noted. If this occurs outside the stablished working schedule, the contractor must follow National Monitory Centre protocol.

    k) Normally, collections will occur during regular working hours, Monday to Friday, between 0700 hours and 1800 hours.

    l) At CSC’s request, the contractor must collect samples, from time to time, on weekends and after normal working hours. The contractor must also collect samples on an emergency basis, within a 3 to 4 hour response time.

    m) The contractor must normally provide non-scheduled collection upon 24 hours notice.

    n) The collector must provide 24 hours notice for cancellation of collections to the Area Director or Office Urinalysis Coordinator.
    The maximum level of effort for this contract is up to 300 samples per year.
    Any conditions for participation of suppliers not specified in solicitation documentation: none.

    Duration of Contract and Time Frame for Delivery:

    Period of the Contract: The Work is to be performed during the period of April 1, 2024 to March 31, 2025 with the option to renew for three (3) additional one-year periods.
