    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service of Canada CORCAN has a requirement to provide vocational training that are consistent with community standards and labour market conditions to federally sentenced offenders to meet their employment need.

    Objectives: To provide a FORKLIFT OPERATOR training course to groups of offenders at Federal Institutions and at Community Industries in the Atlantic Region to enable them to obtain third-party certification.

    Deliverables: The Contractor must provide:

    a) A two (2) day Forklift Operator training program that includes classroom instruction and practical hands-on exercises covering topics that include safety and the law, applicable regulations, proper operating procedures, operator and safety inspections, load handling, ramps and docs, battery and propane cylinder maintenance. The training must include, but is not limited to:

    i. Safety and the law – must cover provincial and federal standards and legislation. Overview of Forklift Safety. Seat belt usage.
    ii. Operator Inspection – proper inspection of the lift trucks, Inspection prior to operation. Reporting maintenance problems. The Contractor must teach students how to perform Minister of Labour (MOL) inspections.
    iii. Truck Travel – safe travel and use of the lift trucks. Traveling with and without a load. Backing up with a forklift.
    iv. Load handling and unloading – how to properly handle loads and how to safely load racks, trucks, pallets, stacking and other items.
    v. Ramps and docks – safe use of the lift trucks on loading docks, ramps and uneven terrain. Travel in uncommon circumstances.
    vi. Battery and Propane maintenance – fuel source of the lift trucks. Basic care of battery or propane cylinder, or both, and how to charge or change the lift trucks battery or propane cylinder.

    b) Sufficient resources (instructors) for each location for which the Contractor has been identified to provide services.
    c) Training materials which would include: manuals, handouts, materials, personal protective equipment (PPE) and any other necessary equipment, written exercises, practical exercises and testing as required for the completion of the applicable course;
    d) Delivery of all materials and equipment to the training location prior to the start of the course. (CSC will provide space for storage of materials and equipment on site at the training location during the course);
    e) A list of successful participants to the Designated Manager;
    f) Hard copy of certificates for successful participants within 21 days of course completion, delivered to the Designated Manager (can be delivered by email or mail); and
    g) The dates and location of training and number of participants within 21 days of completion of each course to the Project Authority.

    The Contractor must perform all work in English for Nova Scotia sites and in English and French at New Brunswick sites as required. The Contractor’s resources must be able to communicate orally and in writing without any assistance and with minimal errors.

    Any conditions for participation of suppliers not specified in solicitation documentation: none.

    Duration of Standing Offer and Time Frame for Delivery:

    Period of the Standing Offer: The Work is to be performed during the period of July 1,2025 to June 30, 2026 with the option to renew for four (4) additional one-year periods.
