    This contract was awarded to:
    Dig'N Dirt Ltd.

    The Correctional Service Canada has a requirement to respond to urgent civil work limited to: (1) water line breaks, (2) sewage line breaks, and (3) asphalt reinstatement, where rapid action is needed to protect people and assets, minimize service downtime, comply with codes and standards and restore surfaces to equal or better than pre-work condition.

    Objectives:
    To establish Standing Offers ensuring CSC has rapid access to qualified Offerors capable of mobilizing immediately for urgent civil work requirements, minimizing service disruptions and avoiding delays.

    For the purpose of this Standing Offer, the Ontario Region is divided into three (3) service areas:
    1) Kingston and Surrounding Area;
    2) Greater Toronto Area and Kitchener; and
    3) Gravenhurst.

    More than one Standing Offer may be awarded as a result of this request for each service area.

    Deliverables:

    The Offeror must:
    1. General Requirements
    a. Provide all labour, equipment, materials, and supervision necessary to perform the work under individual call-ups.
    b. Comply with all applicable codes, standards, and safety regulations.
    c. Perform utility locates and protect existing infrastructure before any excavation.
    d. Be capable of responding to emergency water line or sewage line breaks within three (3) hours of receiving an emergency call-up request. This requirement applies twenty-four (24) hours per day, seven (7) days per week.

    2. Water Line Break Repairs
    a. Isolate, excavate, and repair or replace defective pipe sections, valves, and fittings.
    b. Provide trench safety (including, but not limited to shoring, boxes, sloping, or any combination of the three) and manage groundwater and dewatering as required.
    c. Submit disinfection plan as required prior to installation.
    d. Disinfect, flush, and pressure-test repaired sections before restoring service.
    e. Provide potable-water-approved materials and ensure compliance with local standards.
    f. Submit bacteriological test results prior to service reinstatement.
    g. Backfill with approved material, compact to specified density, and dispose of unsuitable or excess material at approved facilities.

    3. Sewage Line Break Repairs
    a. Perform utility locates and protect adjacent services prior to excavation.
    b. Isolate flow and provide bypass pumping or containment to prevent spills.
    c. Excavate and expose damaged sanitary or storm piping or manhole structures as required.
    d. Repair or replace defective pipe sections, joints, fittings, or appurtenances to restore service.
    e. Handle and dispose of contaminated liquids and soils at approved facilities in accordance with regulations.
    f. Backfill with approved material and compact to specified density.

    4. Asphalt Reinstatement
    a. Saw-cut and remove damaged asphalt at locations where excavation was performed and where the damage is directly related to the Offeror’s work, including damage caused by construction activities or equipment.
    b. Reinstate granular base and compact to specified density before paving.
    c. Place and compact hot mix asphalt to match existing grades and thickness, ensuring a smooth, level finish integrated with adjacent surfaces.

    5. Traffic and Safety
    a. Implement traffic control measures, signage, and flagging during work.
    b. Maintain safe pedestrian and vehicle access at all times.
    c. Comply with site-specific safety protocols and submit a Job Safety Analysis to the Project Authority or site representative for approval before starting work.
    d. Provide construction fencing or hoarding as required around open excavated areas.

    6. Environmental Protection
    a. Install and maintain erosion and sediment control measures during work.
    b. Neutralize chlorinated water before discharge and prevent contamination.
    c. Clean up and restore all disturbed areas upon completion.

    7. Documentation and Closeout
    a. Provide daily work logs, photos, and progress updates to the Project Authority or site representative during the period of the call-up.
    b. Submit as-built drawings showing locations and depths of repaired utilities.
    c. Provide test reports for compaction, pressure testing, and disinfection.
    d. Deliver a closeout package within forty-eight (48) hours of work completion.
