1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the Requirement
The Extreme Photonics Laboratory on Sussex at the National Research Council (NRC) of Canada has a requirement for two laser pulse compressors: one to compress 1030 nm laser pulses and the other to compress 2000 nm laser pulses. The pulse compressors will be based on multi-pass constant pressure gas cell technology. These new state-of-the-art laser compressor systems will enhance NRC's research capabilities by compressing high repetition rate femtosecond laser pulses at two specific wavelengths, which will facilitate further research and development in the Extreme Photonics Laboratory. In accordance with NRC laboratory standards, the proposed laser pulse compressors will be state-of-the-art. They will enhance NRC’s research capabilities through the generation of high-repetition rate, sub-50 femtosecond pulses of light at specific, required wavelengths of the electromagnetic spectrum.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
3.1 NRC has unique technical requirements. The laser pulse compressors must be based on multi-pass, constant-pressure gas cell technology;
3.2 The system must be fully interchangeable and compatible with NRC's existing N2 Photonics laser pulse compressors (both hardware and software platforms) with the existing laser pulse compressor research equipment in our labs;
3.3 Must be certified by the Canadian Standards Association (CSA) or Underwriters Laboratories of Canada (ULC) at the time the equipment is delivered or shortly after commissioning.
3.4. The system must meet all of the technical requirements listed below:
