ECCC reserves the right to cancel any part of the project or procurement process at any time and is under no obligation to issue a subsequent ITT or reimburse Respondents for related costs. Participation is non-binding, and Respondents may withdraw at any stage without obligation. Only Qualified Respondents will be invited to participate in Phase Two of the procurement process—the Invitation to Tender (ITT) stage.
    - Phase Two – Invitation to Tender (ITT): Qualified Respondents will be invited to submit a detailed proposal, including (if applicable) additional qualifications and financial bid, based on project specifications and drawings. Tenders will be evaluated according to the ITT evaluation criteria.
