The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.
The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).
Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.
REQUIREMENT
The works which are the subject of this contract includes the reconstruction of the timber crib walls "East" of the former island of the Côte St-Paul footbridge as indicated in the Tender Form as well as on the plans.
Rehabilitation works may include, but are not limited to, one or more of the following activities:
1. Replacement of concrete crowning (retaining) walls;
2. Replacement of the existing timber crib walls (retaining) on Reach No 4, east and west side of Côte-St-Paul footbridge.
3. Perform all georeferenced detailed survey (NAD83 (CSRS) surveys of existing walls to be repaired or replaced, natural terrain surveys, bollards, rungs, guardrails, excavation bottoms and cuts for validation as well as all the items mentioned in the Bid Form; This survey must be vertically referenced for the elevations of the points by CGVD2013 or CGVD28.
4. Perform a bathymetry of the bottom of the Canal with a grid of one (1) metre (1 m by 1 m) along the entire length of the work areas (reach No 4) and across the first 15 meters wide of the Canal. Provide for a minimum length of 70 meters. Provide specialized equipment required and / or divers if needed;
5. Provision of laboratory services for quality control and signalers during the duration of the work.
6. Preparation of the registers indicated in the specifications;
7. Any other repair details, interventions or precisions shown in the plans issued under this contract;
To assist with bonding and insurance requirements, this project is estimated at a value between $1,000,001 > $5,000,000, Taxes extra.
PERIOD OF CONTRACT / DELIVERY DATE
Work on this phase is to be fully completed in twenty-two (22) calendar weeks, including the two (2) weeks of construction vacation, starting on the second Monday in October 2024. Reclamation of earthworks (soil and sod only) may be carried out during the first two (2) weeks of May 2025, and must be completed by May 16, 2025.
OPTIONAL SITE VISIT
Interested bidders must attend a site visit on July 11, 2024, at the Lachine Canal site, between the Turcot Interchange (Highway 15 bridge) and the Côte Saint-Paul footbridge, located north of the intersection of Avenue de l'Église and Rue Saint-Patrick (arrondissement sud-ouest). For further information, please refer to the attached document titled "5P468-24-0040A_Optional Site Visit". The site visit will commence at 10:00 AM EDT.
Bidders must communicate with the Contracting Authority Normand.breton@pc.gc.ca 24h before the optional site visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders must also complete and submit a certification.
Bidders who do not confirm attendance, provide the name(s) of the person(s) who will attend, or who do not complete and submit the above certification as required will not be allowed access to the site. Bidders will be requested to sign an attendance sheet. No alternative appointment will be given to bidders who do not attend or do not send a representative. Bidders who do not participate in the visit will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

Enquiries regarding this solicitation must be submitted in writing and should be received no later than 5 business days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.
INFORMATION
National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at http://canadabuys.canada.ca/en/tender-opportunities. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada. Parks Canada has made every effort to provide equivalent documents in both official languages, however, if you find any discrepancies between the English and French documents, please notify the contract officer listed in this opportunity as soon as possible so that we can rectify the situation.
