THIS IS AN NOTICE OF PROPOSED PROCUREMENT
In order to be invited to this procurement, a firm must be qualified on the mandatory procurement tool: Solutions-based informatics professional services.
Must be qualified under either the Business Transformation or ERP/CRM categories.

The goal of this procurement is to acquire an accelerator / blueprint / pre-built solution based on the Microsoft Technologies (PowerPlatform and Dynamics365) for all business capabilities related to the management of Grants and Contributions Programs. The provided solution will then need to be customized to meet specific business requirements and processes for HICC funding programs under the following capabilities:
a. Agreement/Project Oversight and Administration:
• Record and communicate application/submissions decisions.
• Develop funding agreement.
• Approve funding agreement.
• Create and monitor funding cases/projects.
• Manage Change Requests.
b. Funding Agreement Management:
• Monitor, analyze and report on progress and performance.
• Manage financials:
o Manage and process claims, disbursements and advances,
o Maintain cashflows / expected budgets.
• Track activities, measures and progress against objectives.
• Schedule performance, outcomes, project reporting.
• Internal messaging and correspondence tracking.
• Process project and/or agreement amendments.
• Project / agreement closeout.
