    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service Canada has a requirement to provide HVAC repair and maintenance services at various CSC institutions and facilities across the Ontario Region.

    Objectives: to provide HVAC repair and maintenance services on an “as and when requested basis” to CSC institutions and facilities in Ontario region, including, but not limited to, providing all necessary supplies, tools, equipment, personnel and transportation for the installation, testing and commissioning of the HVAC systems.

    For the purpose of this Standing Offer, the Ontario Region will be divided into three (3) service areas:

    1) Kingston and Surrounding Area
    2) Gravenhurst
    3) Kitchener and Greater Toronto Area

    CSC may issue up to two (2) Standing Offers in each of the three (3) service areas, with up to a total of six (6) Standing Offers. Offerors submitting an offer for more than one region must be able to provide a sufficient number of supplies, tools, equipment and personnel to be able to satisfy the HVAC repair and maintenance services for all regions for which they are submitting an offer.

    Deliverables:

    Scope of Work
    • The Offeror must be capable of providing HVAC repair and maintenance services on a 24 hours per day, 7 days per week basis, including weekends and statutory holidays, upon request by the Project Authority.
    • The Offeror must ensure that a qualified service technician is on-site within 2 hours of receiving an Emergency Repair call-up request. This requirement applies 24 hours a day, 7 days a week unless otherwise directed by the project authority.
    • The Offeror must provide all HVAC repair and maintenance work to CSC across all institutions and facilities within the region covered by its standing offer.
    • The Offeror must submit a detailed quote (parts and labour) to the project authority and receive a call-up from the project authority prior to performing any work.
    • The Offeror must perform an Annual Leak Test service as per the Federal Halocarbon Regulations 2022 on all HVAC-R units. The Offeror must complete Halocarbon Activities Form and Halocarbon Release Report (attached in Annex E) upon completion of each annual leak test. The Offeror must provide this service during normal business hours and within 14 calendar days from the date of the service request. The Offeror must perform all work during CSC’s normal business hours unless requested otherwise by the project authority.
    • All work must be authorized in advance by the Project Authority identified in the 942 call-up form before commencement.

    Any conditions for participation of suppliers not specified in solicitation documentation: none.

    Duration of Standing Offer and Time Frame for Delivery:

    Period of the Standing Offer: The Work is to be performed during the period of January 1, 2026 to December 31, 2028.
