    The mandate of the Department of Foreign Affairs, Trade and Development (DFATD) is to manage Canada's diplomatic and consular relations by providing development assistance and encouraging the country's international trade. DFATD is headquartered in Ottawa, and maintains a presence throughout Canada through several regional offices and a network of trade commissioners working in International Trade Offices across the country. Outside Canada, DFATD operates an extensive network of missions (embassies, high commissions, and consulates), honorary consulates, and other representational offices.

    The spread and complexity of Canada’s representation abroad has a profound impact on the nature and scope of the Department’s Information Management (IM) and Information Technology (IT) environment. The design, implementation and operation of IM/IT services are affected by the underlying complexity of supporting Canadian employees working abroad, a diversity of public infrastructures and technologies available internationally, and competing interests from host countries. Numerous employees at missions are locally-engaged, bringing a variety of cultural, linguistic and security complexities to daily operations abroad.

    The international environment in which DFATD carries out its mandate has always been extremely challenging. IM/IT is deployed in settings which are geographically dispersed, structurally inconsistent, frequently hazardous, and disrupted by unexpected events both natural and man-made. Regardless, it is imperative to provide an extensive and effective worldwide communications and information sharing platform for all DFATD clients and stakeholders worldwide.

    Within the Corporate Enterprise System Division, the Information Management and Collaboration Business Solutions team is seeking the professional services of up to four (4) TBIPS Stream 4: Business Services – Business Analyst (BA) level 3 as a voluntary set-aside under Procurement Strategy for Indigenous Business (PSIB) to work on-site on Information Management projects.

    The following are examples of Information Management projects to which the Business Analyst may be assigned to work:

    • IM in M365. DFATD is in the process of implementing Recordkeeping (RK) and Information Management capabilities within Microsoft M365. The changes to the platform will enable DFATD to meet the Standard on Systems that Manage Information and Data (SStMID) by 2024.
    • Information Management Legacy System Decommisioning. DFATD is looking to decommision legacy RK systems and migrate the data to Microsoft M365.
    • Enterprise Solution for Secure File Sharing. DFATD is looking at acquiring and implementing a solution capable of enabling the sharing of files up to Protected B with other organizations.
    • IM in C6. DFATD is looking at migrating from an older OpenText eDoc to GCDocs on their classified environment.

    DFATD is requiring 2 immediate resources, with 2 resources as and when requested for up to four (4) resources as a voluntary set-aside under Procurement Strategy for Indigenous Business (PSIB).
