    Transport Canada Marine Safety and Security (TCMSS) seeks an analysis of risk and subsequent report that provides risk criteria and assessment processes to help determine vessel inspection priorities. The priorities should consider the time and scope of inspections. It requires a complete risk analysis considering criteria such as vessel types, size, voyage, crew profiles, Transportation Safety Board (TSB) reports, historical non-compliance etc. The risk must consider both safety and environmental risks.

    Deliverables:
    (i) Monthly status updates one month after the contract is awarded.
    (ii) A summary of preliminary findings and outline of report.
    (iii) A draft report 2 months after delivering the summary of preliminary findings and outline of report.
    (iv) A final report: four weeks after reception of the TC Project Authority review comments on the draft report.
