    Requirement

    The Frequency and Time Group maintains and disseminates Canada’s official timescale. As part of its research and development mission, the Frequency and Time Group has been developing since 2017 a pair of state-of-the-art strontium single ion clocks, one of which will be transportable. The primary objective of this procurement is to support the development and evaluation of the transportable strontium single ion clock by allowing spectral purity transfer between a C-band (1542 nm) ultrastable laser and a diode laser at the clock transition (674 nm). The second objective is to allow local frequency comparisons between the transportable strontium ion clock with other world-leading optical atomic clocks at other national metrology institutes. These measurements are impactful on the international decision on a future redefinition of the SI second. A third objective is to allow comb-comb frequency stability measurements in the laboratory with NRC’s existing optical frequency comb in order to improve existing frequency chains. Finally, this system will support the potential future development of an optical lattice clock.

    Note to Suppliers

    An ACAN will be posted on CanadaBuys.gc.ca for a period of 15 days, allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    Statement of Capabilities

    Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    To ensure a response before the ACAN closing date, all enquiries about this requirement must be submitted in writing and received by the Contracting Authority at least five (5) calendar days prior to the ACAN closing date.
