Government of Canada Managed Security Service (GCMSS) RFRE

This is a Request for Responses for Evaluation (RFRE) pertaining to Government of Canada Managed Security Service (GCMSS), which is an initiative of Shared Services Canada (SSC) to deliver a new managed security service to SSC and its Partners. SSC may also offer GCMSS to other Government of Canada (GC) organizations on an optional basis.
This RFRE is based on a Letter of Interest (LOI) for Government of Canada Managed Security Service (GCMSS) that was published on Merx on August 1, 2012 under Solicitation Number 2B0KB-123147/A by Public Works and Government Services Canada. 

In alignment with SSC’s mandate to streamline and reduce duplication in Canada’s IT services, GCMSS will consolidate and modernize managed security services for SSC and its Partners in order to reduce costs and increase security.

The purpose of this RFRE is to initiate the process for the procurement of the GCMSS Solution by inviting suppliers of managed security services to submit responses to SSC for Canada’s evaluation. Further, by responding to this RFRE, Respondents are indicating agreement to participate in the procurement process with the goal of Canada awarding a contract for the acquisition and support of the GCMSS Solution. As part of this RFRE, we have also included a Draft RFP for the Government of Canada Managed Security Service (GCMSS).
This RFRE is the first part of a multi-stage solicitation process. In this first stage, suppliers are requested to submit only certain information for evaluation, while in the next stage, only those suppliers who have successfully passed the initial evaluation (Successful Respondents) will be provided bid solicitation(s) detailing the full requirement for the purpose of bidding.

This procurement is subject to a National Security Exception and is, therefore, excluded from all of the obligations of the trade agreements.
