Shared Services Canada (SSC) is seeking an Electronic Procurement and Payment (EPP) solution in order to standardize, streamline and enable its procurement and payment operations. Once implemented, the solution must enable efficient and effective management of the procurement process from the planning and identification of requirements to the settlement of supplier invoices, and every step in between. The Contractor must provide a fully managed service which includes configuration, testing, installation on SSC infrastructure, implementation, maintenance and support of its solution throughout the term of the contract. This bid solicitation is being issued by SSC. The resulting contract will be used by SSC to provide shared services to its clients, that include SSC itself, those government institutions for whom SSC’s services are mandatory at any point during the Contract Period, and those other organizations for whom SSC’s services are optional at any point during the Contract Period and that choose to use those services from time to time. It is intended to result in the award of a contract ending March 31, 2018, plus 10 irrevocable 1-year options allowing Canada to extend the term of the contract. This bid solicitation does not preclude Canada from using another method of supply for entities of the Government of Canada with the same or similar needs. There is a security requirement associated with this requirement. For additional information, see Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. Bidders should consult the “Security Requirements on PWGSC Bid Solicitations - Instructions for Bidders” document on the Departmental Standard Procurement Documents (http://www.pwgsc.gc.ca/acquisitions/text/plain/plain-e.html#top) Website. The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Colombia Free Trade Agreement (CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA) if it is in force, and the Agreement on Internal Trade (AIT).
