Indian Oil and Gas Canada (IOGC is a Special Operating Agency within Aboriginal Affairs and Northern Development Canada that manages oil and gas resources on First Nation lands. IOGC administers the Indian Oil and Gas Regulations, 1995, under the Indian Oil and Gas Act. IOGC’s Production Assurance function is intended to provide reasonable assurance that lessees of First Nations oil and gas rights accurately account for the production and sales volumes upon which they base their monthly royalty calculations. This process may include a field visit to ensure the operator is in compliance with federal and provincial standards, good industry practice with respect to measurement and reporting of flow rates and volumes, safety of the public and safeguarding the environment. Liaising with the Energy Resources Conservation Board (ERCB) and the other provincial regulatory authorities, IOGC ensures that production surveillance duties are not duplicated by IOGC. These authorities work cooperatively to ensure facility operators on Indian Reserve lands and operators handling oil and gas production from Indian reserve lands comply with federal and provincial standards and good industry practice. IOGC requires consultant services to: 1) conduct field inspections; 2) conduct production accounting reviews; 3) undertake special projects. These services will assist IOGC’s assessment of the accurate measurement and reporting of oil, gas and gas by-product volumes by lessees of oil and gas rights on Indian Reserve Lands located in Alberta, Saskatchewan and British Columbia. The period of the Standing Offer is for three (3) years with the option to extend for two (2) additional one (1) year periods. Work will commence upon award of The Standing Offer.
