Independent Chairperson for the RCMP Pay Council Civilian and Regular members do not have the right to unionize under the Public Service Labour Relations Act or the Canada Labour Code. The RCMP Act provides for a Staff Relations Representative (SRR) program “... to provide for representation of the interests of all members with respect to staff relations matters.” It is essential that RCMP members do not suffer with respect to pay because they are deprived of the right to strike and access to arbitration. An independent and impartial entity is required to chair this council. For the purposes of this Statement of Work, the term “independent and impartial” refers to a third party who has not been a direct employee of RCMP Management or the Staff Relations Program within the past five years. Any resulting contract shall be for a period of one (1) year with an estimated level of effort of 110 days with the option to extend for four (4) additional one (1) year periods with an estimated level of effort of 110 days each. Proposals will be evaluated using mandatory and point-rated criteria. The responsive proposal with the highest combined rating of technical merit (70%) and price (30%) will be recommended for contract award. This requirement is subject to the following Trade Agreements: • World Trade Organization – Agreement on Government Procurement • North American Free Trade Agreement • Agreement on Internal Trade – AIT There is a security requirement associated with this work.
