    NATURE OF THE REQUIREMENT:
    
    The Royal Canadian Mounted Police (R.C.M.P.) Post Garage in Edmonton, Alberta requires fifty (50) custom made, aluminum storage systems/boxes; with heavy duty safety barriers, that is mounted in the rear section of a Chevy Tahoe as per RCMP specifications and diagrams. The successful contractor will be responsible for manufacturing and supplying the units in phased deliveries.
    
    An option to purchase an additional fifty (50) units at any time within one year from contract award will be incorporated into the resulting Contract and will be raised by an amendment. 
    
    The lowest compliant bidder will be required to pre-produce and ship one (1) unit (pre-award sample); prior to contract award, to the RCMP Technical Authority for the RCMP to ensure that the storage box is built according to the Mandatory Specifications. The cost of the pre-award sample; including the shipping, will be arranged for and paid for by the Crown.
    
    MANDATORY DELIVERY:
    
    Pre-award Sample:  the pre-award sample must be delivered within sixteen (16) calendar days of the bid closing date; or, within sixteen (16) calendar days from notification to the bidder by the Contracting Authority; whichever comes first.
    
    Upon Contract Award there will be a phased delivery of units:  the first delivery must be made within sixteen (16) calendar days from the effective date of the Contract. The quantity delivered must be ten (10). The balance must be delivered at the rate of ten (10) monthly after the first delivery until completion of the Contract.
    
    RCMP is looking to establish one contract for the Tahoe storage boxes
    
    Requirements are in accordance with the specifications and diagrams detailed in the Request for Proposal Document in Annex “A” and Annex “B”.
    
    SECURITY:  There is no security requirement associated with the requirement.
    
    EVALUATION PROCEDURES:
    
    Bids will be assessed in accordance with the entire requirement of the bid solicitation.  An evaluation team composed of representatives of Canada will evaluate the bids.
    
    BASIS OF SELECTION:
    
    A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price on an aggregate basis will be recommended for award of a contract.
    
    DEBRIEFINGS:
    
    After contract award, bidders may request a debriefing on the results of the bid solicitation process.  Bidders should make the request to the Contracting Authority within 15 days of receipt of the results of the bid solicitation process.  The debriefing may be in writing, by telephone or in person.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
