Research: Trafficking of Aboriginal Women and Girls: Trends and Issues

Requirement Summary

Background:

Aboriginal women and girls in Canada have been identified a vulnerable population at risk of falling victim to human trafficking for the purposes of sexual exploitation.  Until only a few years ago, the types of acts perpetrated against them were often not even viewed as "trafficking" (Sikka 2009).  

In more recent years there has been heighted sensitivity to the domestic trafficking of Aboriginal women and girls (RCMP 2012).  An emerging trend which appears to be a significant complicating factor in cases of domestic human trafficking involving Aboriginal women and girls is the involvement of both family members and criminal organizations (including gangs) in their victimization.  

Research in other parts of the world, such as Mexico (Zhang 2011), has also observed that the rural to urban migration of poor indigenous women can involve their being trafficked into the sex industry by their relatives.

Stakeholders have indicated that, to date, the majority of the cases and most attention directed at this issue has focused on the Western region of Canada.  


Objective:

The objective of this project is to augment what is currently known about the trafficking of Aboriginal women and girls in Canada by engaging with service providers and other relevant stakeholders who work with communities vulnerable to this specific type of victimization, particularly concentrating on the situation in Central and Eastern Canada, as well as the North.  

The project will include sections that focus on: (a) describing the extent and situations in which family members are involved in victimizing their relatives; (b) clarifying the mechanisms by which human trafficking and domestic violence are related to one another, particularly in the context of family trafficking; and (c) outlining how gangs and criminal organizations are involved in trafficking, with a focus on the trafficking of family members. 

Period of Work:

The period of the Contract is from date of contract award to March 3, 2014.

Evaluation Process and Selection Methodology:

Basis of selection – Highest combined score of technical points (70%) and financial points (30%). Detailed in the RFP

The Contracting Authority is responsible for all matters of a contractual nature. 


Enquiries - solicitation stage:

All enquiries or issues concerning this procurement must be submitted in writing to the Contracting Authority named in Part 1, item 5 as early as possible within the bidding period.

Enquiries and issues must be received by the Contracting Authority no later than five (5) business days prior to the bid closing date specified on the cover page or this RFP document to allow sufficient time to provide a response.  Enquiries or issues received after that time may not be able to be answered prior to the bid closing date.  To ensure consistency and quality of information provided to Bidders, the Contracting Authority will provide, simultaneously to all bidders to which this solicitation has been sent, any information with respect to significant enquiries received and the replies to such enquiries without revealing the sources of the enquiries.

It is the responsibility of the Bidder to obtain clarification of the requirements contained herein, if necessary, prior to submitting a bid.

A request for a time extension to the bid closing date will be considered provided it is received in writing by the PS Contracting Authority at least five (5) working days before the closing date shown on page 1 of this RFP document. The request, if granted, will be communicated by www.BuyandSell.gc.ca at least two (2) working days before the closing, showing the revised closing date.  The request, if rejected, will be directed to the originator at least three (3) working days before the closing date by the PS Contracting Authority.
