The Department of National Defence (DND) has a requirement for Off Road motorcycle training for CF personnel who deploy on operations. The aim of this training will be to provide the personnel with the necessary skills to operate and maintain a motorcycle while in adverse conditions. 

The department intends to award a one-year Contract, with the option to extend for two one year options at the Crown’s sole discretion. These services are an ongoing requirement.

MANDATORY CRITERIA 

The Bidders Proposal must meet  the following Mandatory Criteria (Please note this is a summary of the Mandatory Criteria.  Please see RFP for the complete list)

The proposal SHALL demonstrate that the Bidder meets the following Mandatory Criteria:

M1. The bidder must be within 100 km of DND Headquarters located at 101 Colonel By Drive, Ottawa, Ontario.

M2. The bidder must demonstrate that they meet the requirements of Off-road Motorcycle training. The tasks include, but are not limited to: motorcycle safe handling, self recovery, methods, how to traverse in varied terrain and basic motorcycle maintenance. Further details are provided in Annex A-Statement of Work

M3. The Bidder must have instructor(s) that are experienced and qualified to instruct on off road motorcycle training particular to the courses being offered.  Each instructor must have minimum one (1) year experience instructing law enforcement and/or military members on off road motorcycle training.

DND reserves the right not to award a contract, regardless of the responses received. The contract if awarded will be awarded to the bidder who meets the mandatory criteria and provides the lowest cost proposal.

Where this notice and the RFP differ, the RFP shall prevail.
