Notice of Proposed Procurement (NPP) Task-Based Informatics Professional Services (TBIPS) Requirement This requirement is for: Department of Fisheries and Oceans Canada (DFO) This requirement is open only to those Supply Arrangement Holders who qualified under Tier "1" (= $0-$2M) stream for Business Services, under the category for: B.1 Business Analyst – Level 3 – Bilingual The following SA Holders have been invited to submit a proposal: 1. 4Plan Consulting Corp. 2. The VCAN Group Inc., Titus International Inc. in Joint Venture Description of the requirement: The Department of Fisheries and Oceans is seeking professional services from one Level 3 Business Analyst Bilingual to provide the following services: There are 3 goals in this project: 1. Describe the Scientific Data Management Environments (SDME) as it exists now in each region and nationally in a common language and framework so as to provide a planning baseline. 2. Provide a gap/strength analysis identifying missing, weak or sub-optimal components as well as instances of well-functioning and efficient systems components. The current DFO Policy for Scientific Data as well as best practices in scientific data management should form the basis for this evaluation. 3. Provide recommendations to improve and streamline DFO’s Scientific Data Management function to deliver on our Policy for Scientific Data Management. DESIRABLE SKILL SET The successful contractor and his qualified personnel should have: • A good understanding data management in the earth and biological science domains, preferably marine sciences; • Demonstrated skills and ability to collect information from key stakeholders; • Synthesis skills to extract key patterns and provide a coherent description of a complex systems of people and roles; • Analytical skills to identify issues or inefficiencies and provide recommendations; • Communication skills to write and present the results of the analysis. PROJECT DELIVERABLES The project deliverables, as linked to the goals outlined above, are as follows: a) A final report presenting: • The current state of SDME nationally and regionally; • Gaps and Strengths Analysis; and • Recommendations. b) Presentations to higher management: • At the National Science Directors Committee level (comprising the EOS Assistant Deputy Minister, Sector Directors General and Regional Directors of Science). Focus on the national-level analysis, opportunities for coordination and common function delivery • Regional level (6 presentations) to a forum determined and led by the Regional Directors of Science. Focus on the regional-level analysis and recommendations, including how each region relates to each other and the national perspective.
