This ITQ closed on December 13, 2013. Canada wishes to thank all Respondents who submitted responses to the ITQ. The evaluation of the responses has been completed. The following is the list of Respondents who successfully met the mandatory experience requirements set out in the ITQ and therefore qualify to proceed to the Review and Refine Requirements (RRR) Phase of the procurement process: Stream 1: Allstream, Bell, Telus Stream 2: Allstream, Bell, Rogers, Telus Stream 3: Bell Respondents who did not successfully qualify at the ITQ Phase for a Stream are not able to participate in subsequent procurement phases for that Stream. With respect to Stream 3, given that Bell is the only Qualified Respondent, rather than pursue a formal Review and Refine Requirements Phase, SSC will pursue a more focused procurement strategy directly with Bell for the Stream 3 requirements. ************************************************************ Initial Notice for ITQ as posted on November 6, 2013: This is an Invitation to Qualify (ITQ) pertaining to Canada’s initiative to consolidate and modernize Canada’s wide area network (WAN) services for Shared Services Canada (SSC) in order to reduce costs, increase security, and enhance program delivery to Canadian citizens and businesses. The objective of the ITQ is to qualify Respondents who have experience in implementing and operating WAN services. This ITQ represents the first stage for the procurement of GCNet WAN services. GCNet WAN Services consist of 3 Streams. The Streams are: a) Stream 1, which covers Inter-Building Internetwork Service and Inter-Building Internetwork Boundary Service in Canada; b) Stream 2, which covers Inter-Building Transport Network Service in Canada; and c) Stream 3, which covers International Inter-Building Internetwork Service and International Inter-Building Transport Network Service. This ITQ covers all three Streams. Respondents may submit responses for one or more Streams. Canada will evaluate each Stream separately. The ITQ mandatory evaluation criteria for each Stream focus on the Respondent’s ability to deliver that Stream of services, taking into consideration capacity and capability based on previous and current project experience. Respondents who meet the mandatory ITQ experience requirements of a Stream will qualify to proceed to the subsequent phase of the procurement process for that Stream. The attached ITQ document fully describes what Respondents need to submit with their response(s) and how Respondents will be evaluated. Note that MS WORD versions of Annexes B, C1, C2 and C3 of the ITQ document are also attached to assist Respondents in preparing their response(s).
