Repair and Maintenance - (BD BioSciences - OEM R&M)

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre identified contractor.  If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met.  Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.

Provisions in accordance with the Government Contracts Regulations - only one person or firm are capable of performing the contract.

The National Research Council wishes to award a repair and maintenance contract to the BD Biosciences. BD Biosciences is the original equipment manufacture of our BD FACAria Cell Sorter. They are the only company that’s able to satisfy this requirement by virtue of having certified OEM engineers and technicians to troubleshoot problems, provide training and application support for software and have access to genuine OEM parts and components.

Contract duration is to commence upon signing and is to be completed by March 31st 2014.
Level of effort for this contract $140,000.00
NRC reverses the right to negotiation with the supplier for future contracts valued to $500,000

IP: There are no IP considerations for this contract.

Suppliers who consider themselves fully qualified and available to provide the services/goods described must provide evidence of the following. Failure to provide the necessary documentation will not be considered. 

Must be a certified BD Authorized Maintenance Centre and has met the qualifications to perform maintenance, repair and overhaul on  BD Cell Sorters. Must produce a valid certificate from the OEM.

Must provide a list of employees that are certified by the OEM BD Biosciences.  Must include the technicians name, title, and certificate numbers

Must agree to the Government of Canada’s Standard terms and Conditions.

Must provide two references within the last three years. References must be from clients that have (BD Biosciences Cell Sorters).  Must provide, name, phone number and email address. 

Must have a minimum of 10 years’ experience working with BD Biosciences Cell Sorters
