REQUEST FOR PROPOSAL Soliciation # : F5211-130451 Closing Date : May 21, 2014 Closing Time : 2:00 PM (Atlantic Daylight Savings Time) This requirement is for the Department of Fisheries and Oceans Title: FRENCH AND ENGLISH HUMANITIES TRAINING INTRODUCTION The Department of Fisheries and Oceans Canada, Canadian Coast Guard College, requires the service of a Contractor to provide the following: French Second Language (FSL), English Second Language (ESL), Communication Skills and Technical Report for a one year period from August 2014 to July 2015 with options to renew for 2 additional one year periods. BACKGROUND The Canadian Coast Guard College is a part of Fisheries and Oceans Canada. Located in Sydney, Nova Scotia, the Coast Guard College is responsible for training Ship’s Officers for the Coast Guard Fleet. The Officer Training Program at the Canadian Coast Guard College is a 4 year program specialized in training highly motivated and competent leaders for the Canadian Coast Guard Fleet. Becoming a Fleet Officer requires diligence, intellectual effort, and commitment. Officer Cadets may choose instruction in either French or English, with training in the other official language as part of the curriculum. All second language training is done on site at the College and the goal is for every Officer Cadet to graduate with a linguistic profile of BBB in their second language. The program begins with testing so that Officer Cadets can be placed in small classes at their own level, and progress at their own rate. The total number of Second Language hours each Officer Cadets receives during the 4 years at the College is 420. All Officer Cadets who do no achieve the level BBB on initial testing will be required to take second language. Once an Officer Cadet achieves the level BBB, he or she will receive credit for the course and second language will become optional. Officer Cadets will be encouraged to attain their maximum level in second language. PERIOD OF CONTRACT The services are to be performed during the period commencing upon the date of award of the contract and are to be completed by July 31st, 2015 with two (2) optional periods of one (1) year. ESTIMATED VALUE The total value of any contract(s) emanating from this RFP shall not exceed $250,000 per year, including travel and living expenses and all applicable taxes. There is also the option to extend the contract by one or two years dependent on the operational requirements and satisfactory performance of the contractor. SECURITY It is a condition that, prior to performance of any obligation under any contract resulting from this RFP, the Contractor and sub-contractors and their employees assigned to the performance of such contract will be security cleared by the federal government at the Reliability level. INTELLECTUAL PROPERTY The Department of Fisheries and Oceans has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada, on the following grounds: where the material developed or produced consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software. MANDATORY REQUIREMENTS M1 French and English humanities programs MUST be delivered on-site at the campus of the Canadian Coast Guard College; therefore, the Consultant MUST confirm his/her ability to deliver this training on-site, in a classroom space for the students at the College between 8:00 a.m. and 5:00 p.m., Monday to Friday. M2 The Consultant MUST confirm his/her ability to deliver the programs based on the material outlined under each course. M3 FSL and ESL instructors MUST hold a Bachelor’s degree from a recognized university; they MUST have a minimum of three years experience in teaching French or English as a Second Language respectively; and they MUST provide documentation of qualifications and experience. M4 Communication Skills and Technical Report instructors MUST hold a Bachelor’s degree from a recognized university; they MUST have a minimum of three years experience in teaching courses in Arts and/or Humanities; and they MUST provide documentation of qualifications and experience. M5 The Bidder MUST provide a copy of their Reliability screening, or indicate that an application is in progress. Reliability screening MUST be completed before contract award. Bidders’ Proposals must clearly demonstrate that they meet all Mandatory Requirements for the proposal to be considered for further evaluation. Proposals not meeting the mandatory criteria will be excluded from further consideration. SELECTION METHOD The successful bidder will be selected on the basis of the assessed best value to the Crown. TRADE AGREEMENTS: This requirement is subject to the provisions of the North American Free Trade Agreement (NAFTA), the Agreement on Internal Trade (AIT), the Canada - Chile Free Trade Agreement (CCFTA), the Canada-Panama Free Trade Agreement and the Canada-Peru Free Trade Agreement (CPFTA).
