REQUIREMENT: Agriculture and Agri-Food Canada (AAFC) provides information, research and technology, and policies and programs to achieve security of the food system, health of the environment and innovation for growth. AAFC accomplishes this with staff and an extensive infrastructure which includes 2,400 buildings with 650,000 square metres of multipurpose building space, and 955,000 hectares of land. Part of AAFC’s duties is to ensure proper management of the Real Property component of the AAFC portfolio. This requires access to land ownership and other related information. AAFC, Real Property Management Division, Regina, Saskatchewan requires the services of Information Services Corporation (ISC), "as and when requested" for access information related to titles of land and registry transactions affecting titles. This includes land title searches, changes of ownership and registration of interest in land (e.g. mortgages, easements, etc.) for the Province of Saskatchewan. SCOPE OF WORK: ISC will provide AAFC with real property information "as and when requested" electronically through the ISC web based system located at www.isc.ca . ISC will provide property information for the following real property requests (as required by AAFC), but are not limited to: 1. REGISTRATION SERVICES; 2. INTEREST REGISTRATION SERVICES; 3. PARCEL PICTURE ON DEMAND SERVICES; 4. SEARCHES; including such items as: Title Detail; Abstract Detail; Parcel Picture; Title History; Parcel History; Title Audit; Interest Audit; Interest Register; Parcel Audit; Lock Audit; Image of Pre-Conversion Title or Instrument Image of Interest Register; Image of Application; Image of Application Attachment; Image of Lock Attachment; Image of Original Grant; Packet Detail; Client Detail; Grant Detail; Grant Results; and Notice to lapse charges. CONTRACT PERIOD: The contract will be from Date of Contract Signing until March 31, 2015 with an Option to Extend for up to three (3), one (1) year option periods. CONTRACT VALUE (including option years): Estimated Value: $265,000.00 (including GST) PROPOSED CONTRACTOR: Information Services Corporation of Saskatchewan Regina Customer Service Centre 1301 1st Avenue Regina, Saskatchewan S4R 8H2 SOLE SOURCE JUSTIFICATION: ISC is the only holder of the real property information related to land titles and management of registry-related information for the Province of Saskatchewan. There is no other source for this information. This includes the land titles, plans and other real property information. AAFC requires the services of ISC as part of the Community Pasture Program divestiture, Water Infrastructure Division divestiture and regular business related to Real Property management. ISC was established as the Saskatchewan Land Information Services Corporation, a Crown corporation. In 2013 ISC transitioned from a Crown corporation to a Saskatchewan business corporation, as part of the privatization, and became a publicly-traded company. In the past ISC had provided free services to AAFC-PFRA via an order in council between the Province of Saskatchewan and Canada. However this agreement is no longer valid and the services provided by ISC must be purchased by AAFC. Therefore, a contract is required because without these services, the crown would be put at significant risk and the divestiture initiative would not be able to proceed without a legal framework necessary for land transfers and transactions. ACAN NOTICE: You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a "Statement of Capabilities" that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process. Inquiries on Submission of Statement of Capabilities Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing, either via letter, facsimile or email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The Solicitation Number, Name of Contracting Authority and Closing Date of the ACAN must appear within your Statement of Capabilities in block letters. The Crown retains the right to negotiate with suppliers on any procurement.
