    Requirement The Royal Canadian Mounted Police (RCMP) has a requirement to render the services of a Subject Matter Expert to assist in the Implementation of a National Early Intervention System (NEIS) Advance Contract Award Notice The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to: Professor Samuel Walker University of Nebraska at Omaha Omaha, NE Before awarding a contract, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this notice by submitting a statement of capabilities during the 15 calendar day posting period. If other potential suppliers submit a statement of capabilities, during posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. If no other supplier submits a statement of capabilities meeting the requirements set out in the ACAN on or before the closing date, a contract will be awarded to the pre-selected supplier. Background November 28, 2014, marked the enforcement of the Enhancing RCMP Accountability Act and new RCMP Regulations, 2014. To ensure successful implementation of the reform’s various processes, numerous programs, policies and procedures have been developed. Additionally, a new Code of Conduct for members was created. In April 2014, the funding and authority was granted to implement a National Early Intervention System (NEIS) and program within the RCMP. Early Intervention Systems (EIS) are widely used by law enforcement agencies in the United States, Australia and New Zealand, and increasingly in Canada. These systems are designed to identify officer performance issues early and assess the need for an intervention. Performance intervention may include a series of actions or steps to assist a member in a positive and supportive way such as training, counselling or personal development. The RCMP is in the process of implementing an NEIS program to assist in the identification of members in potential need of support. The NEIS will scan existing data sources and generate a notification if a member surpasses a prescribed threshold of incidents or events associated with certain indicators. Since EIS is relatively new to the RCMP, a subject matter expert is required to help guide its development, and to assist RCMP officials in developing evidence-based program resources along with supporting policy and procedures. To clarify, an IT expert is not being sought, but rather a widely known and quoted expert on policing and early intervention systems for law enforcement agencies. Objective The main goals of this project are as follows: • to improve members’ and supervisors’ overall understanding of EIS and its positive outcomes; • to enhance the internal expertise on EIS; • to provide clear recommendations to the RCMP for EIS implementation; and, • to review and provide advice on draft policy, procedures and program material. Current Requirements: The RCMP requires a subject matter expert with extensive (more than 10 years) experience and knowledge EIS for law enforcement agencies. The subject matter expert will be expected to deliver the following tasks: 1. Participate in 3-6 teleconferences with the Project Authority and Senior Management. 2. Participate in 2-4 teleconferences with the RCMP’s National EIS Working Group to assist with understanding the issues and challenges facing EIS implementation within the RCMP. 3. Review and analyze documentation provided by the RCMP to assist in writing the final summary report and providing recommendations. 4. Review and provide comments on 2-4 policy or program resources (via tracked changes or in an email). 5. Prepare a presentation and present to a large audience at RCMP Headquarters (HQ) in Ottawa 6. Attend 2-3 meetings with key RCMP staff and subject matter experts at HQ in Ottawa 7. Participate in a 2 Day Forum on EIS at HQ in Ottawa 8. Produce a final summary report with recommendations in English Contract Period: The resulting contract will be valid for 6 months from date of contract award, with the option to extend the contract by up to one (1) additional 6-month period. Dates are subject to change. Estimate of Costs: Original contract period: $25,000 CAD. Option Period #1: $25,000 CAD. Minimum Essential Requirements: To assist in building expertise within the RCMP on EIS for law enforcement agencies, a well-recognized and respected expert on Early Intervention and police accountability is required. This expert must, at a minimum, meet the following essential requirements: Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: 1) Demonstration of “expert” status in the area of Early Intervention (or early warning) and police accountability by way of at least one published book or citing as an expert in at least 20 articles, book chapters or reports on topics related to Early Intervention. 2) Acted as presenter or guest speaker at 20 or more conferences or events on topics related to Early Intervention. 3) A minimum 15 years of experience working with police agencies or departments to develop and evaluate EIS 4) Experience working as a consultant for Federal level (U.S. or Canada) Justice departments. 5) Experience presenting at or participating on Federal level (U.S. or Canada) panels, conferences, focus groups, forums or panels. Justification for the Pre-Selected Supplier Following discussion with other police agencies and extensive research, Professor Samuel Walker is the only known supplier that meets the minimum essential requirements. The following exception to the Government Contracts Regulations is invoked for this procurement under Part 1 subsection 6(d) - "only one person is capable of performing the work". Ownership of any Foreground Intellectual Property arising out of the proposed contract will remain with the Contractor. Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
