Chainsaw Safety Training (Vocational Training) This requirement is for: The Correctional Service of Canada, CORCAN, Prairie Region, various institutions. Trade agreement: Agreement on Internal Trade (AIT), World Trade Organisation-Agreement on Government Procurement (WTO-AGP), North American Free Trade Agreement (NAFTA)/Canada-Peru, Canada-Colombia and/or Canada-Chile Free Trade Agreements. Tendering procedures: All interested suppliers may submit a bid. Competitive Procurement Strategy: lowest priced compliant bid. Set-aside under the Procurement Strategy for Aboriginal Business: This procurement is not subject to any set-asides for Aboriginal Suppliers. Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement. Security Requirements: This contract includes security requirements. Nature of Requirements: The following is a summary of the statement of work for this requirement. The Correctional Service Canada / CORCAN have a requirement to provide Chainsaw Safety Training to offenders at Federal Institutions in the Prairie Region (Manitoba, Saskatchewan and Alberta). CORCAN is an Agency of the Correctional Service of Canada (CSC) within the department of Public Safety and Emergency Preparedness. CSC and CORCAN are mandated to provide training, programs and services that facilitate inmates' re-entry into the work force following their release. Our focus is to ensure that inmates who participate in CORCAN activities are fully, regularly and suitably employed in a work environment that strives to achieve private sector standards. Objectives: To provide third party certification in Chainsaw Safety Training to groups of offenders at Federal Institutions in the Prairie Region (Manitoba, Saskatchewan and Alberta). Alberta – Bowden Institution, Drumheller Institution, Grande Cache Institution, Pe Sakastew Healing Centre Saskatchewan – Saskatchewan Penitentiary, Willow Cree Healing Lodge, Regional Psychiatric Centre, Okimaw Ochi Healing Lodge Manitoba – Stony Mountain Institution Deliverables: The Contractor must provide, qualified instructor (s) with a valid ENFORM and/or Woodland Trainers Association Chainsaw Safety trainer’s certification. The contractor must provide industry recognized three (3) day Chainsaw Safety Training courses at Federal Institutions in the Prairie Region. The estimated number of sessions per year for each CSC institutional site is listed below. Note: These numbers are not guaranteed numbers of sessions per year. The training sessions are to be held at various times throughout the year and will depend on funding available. Alberta Bowden Institution (Innisfail) - up to 2 courses Drumheller Institution (Drumheller) – up to 2 courses Grande Cache Institution (Grande Cache) – up to 2 courses Pe Sakastew Healing Centre (Maskwacis) – up to 3 courses Saskatchewan Okimaw Ochi Healing Lodge (Maple Creek) – up to 2 courses Saskatchewan Penitentiary (Prince Albert) – up to 4 courses Regional Psychiatric Centre (Saskatoon) – up to 2 courses Willow Cree Healing Lodge (Duck Lake) – up to 2 courses Manitoba Stony Mountain Institution (Stonewall) – up to 3 courses *Minimum class will be 5 participants. Maximum class size will be 10 participants. The contractor must supply all required training materials which includes, but is not limited to, manuals, written and practical exercises that cover the topics: saw maintenance, sharpening and handling, bucking and limbing techniques, cutting techniques, Occupational Health & Safety (OHS) regulations, Personal Protective Equipment. The contractor must provide all equipment for the training of the participants which will include, but is not limited to: chainsaws, cutting stands, logs, files, oil, gas, chains, Personal Protective Equipment (OHS approved leg coverings, hard hats, ear protection and face shields). The contractor must provide the testing as required for the completion of a three (3) day accredited Chainsaw Safety course to the participants. Upon successful completion the participants are to be provided with certificates. Expected Delivery Date: From date of Standing Offer award to June 30th, 2017, with options to extend, for an additional two (2) one year periods, from July 1, 2017 to June 30, 2018, and from July 1, 2018 to June 30, 2019.
