Advance Contract Award Notice – 15-22092 – Pack ice driving forces for the NRC Artic Program

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
The purpose of this ACAN is to advertise to the supplier community that the NRC intends to negotiate and issue a Standing Offer to GW Timco and Associates.  The National Research Council Canada has a requirement for a Consultant to laisse on a number of projects with respect to NRC Arctic program. 
  GW Timco and Associates was chosen for this unique work for reasons of expert knowledge with respect to the understanding of pack ice driving forces which is an important element of the NRC Arctic program. This need for refined pack ice knowledge was clearly outlined along with numerous methods for advancement by Barker and Timco at a recent Arctic Technology Conference. Uncertainty in pack ice driving forces is one of the critical issues for offshore platforms in Canada’s Arctic. It is important both for industry and the regulatory approval process. But a very specialized knowledge is required to further advance the uncertainty of pack ice driving forces. To this end, a contract was placed with Dr. Timco last fiscal year (Contract 841349) in which he looked at a wide variety of potential full-scale observations which could lead to a better understanding of pack ice forces with suitable analysis. Several events were identified and documented. The purpose of this contract is to build on this information to produce improved knowledge of the pack ice pressure and the factors that control it. A contract to Dr. Timco is the most cost-effective method since he is extremely familiar with all aspects of the existing knowledge of pack ice driving forces and the available full-scale observations that can be used in this analysis. 

Cost Estimate of the Proposed Contract: $100,000 CAD
Estimated Contract Term:  This Standing Offer will be valid until the we reach the $100,000 threshold.

Supplier’s Right to Submit a Statement of Capabilities: Suppliers who consider themselves fully qualified and available to provide the services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice.  The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
