INVITATION
The Department of Foreign Affairs, Trade and Development of Canada (DFATD) requires the services of a Consultant to implement the Field Support Services Project (FSSP) in Haiti.
To ensure quality and relevance in responding to Haiti’s development challenges, DFATD’s Haiti Program requires access to specialist technical expertise with local knowledge and experience, sector analyses and strategies, program and project-level assessment and monitoring tools, local logistical and administrative services, and support for Canada’s donor coordination and aid effectiveness activities. To meet these needs, DFATD has designed the Field Support Services Project (FSSP) to provide the required technical, administrative and logistical support services. The FSSP will be managed by the Consultant.
The purpose of this notice is to invite formal costed proposals from eligible Consultants. On the basis of the formal proposals, one Consultant will be invited to negotiate a contract for the provision of services. DFATD reserves the right to refuse any or all proposals received. The anticipated contract duration is five (5) years.
WORKING LANGUAGE OF THE PROJECT
Since Haiti requests communications with DFATD in French, the working language for this project is French.
DESCRIPTION OF SERVICES
To help improve the efficiency of program and project work by stakeholders and the impact of Canada’s development program in Haiti, the Consultant must render administrative, financial, logistical and procurement services and provide Technical Specialists and local development initiative support to assist DFATD project and program implementations.
The Consultant will be the overall manager, administrator and coordinator, bringing together the various resources required to execute the Project. The Consultant is responsible for carrying out activities required for the financial and operational administration of the Project.
BIDDERS CONFERENCE
A bidder’s conference will be held on February 11, 2016, at 125 promenade Sussex, Ottawa and concurrently at the Embassy of Canada located on Delmas Road, between Delmas 71 and 75, Port-au-Prince in Haiti. The session will begin at 9:30am (EST) in Ottawa and at 9:30am in Port-au-Prince. Teleconference access will be available and videoconference access may also be available. The session will be held to answer questions on the project and/or on the RFP. Bidders who do not attend the conference will not be excluded from submitting a Proposal.
