    TITLE: VERIFICATION AND MAINTENANCE OF THE ELECTRICAL AND CONTROL SYSTEMS OF THE CARILLON CANAL NHSC LOCK

    DESCRIPTION OF WORK:

    A control system assisted by programmable logic controllers and computers is currently installed at the Carillon Canal NHSC lock, located on the Ottawa River. The purpose of this contract is to annually preserve and ensure the integrity, efficiency and reliability of all components as well as the electrical and control equipment required for the good operation of the lock. This contract is limited to the control and electrical power aspects; structural and mechanical aspects are carried out by Parks Canada Agency.

    The scope of work – relevant to this verification and preventive maintenance contract – includes all control automation systems, electrical power distribution and control as well as instrumentation related to the Carillon lock operation.

    CLOSING DATE AND TIME:

    March 3, 2016 at 1400 hrs (EST)

    OPTIONAL SITE VISIT:

    It is recommended that the Bidder or a representative of the Bidder visit the work site where the work will take place.

    The site visit will be held on Tuesday, February 23, 2016 at 10:30 a.m. EST (Eastern Standard Time). Interested bidders are to meet at:

    Bidders are requested to communicate with the Contracting Authority no later than one (1) business day before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    NOTE TO POTENTIAL BIDDERS:

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    PERIOD OF THE CONTRACT:

    The period of the Contract is from April 1, 2016 to March 31, 2019 inclusive.
