REQUIREMENT:
The Agriculture and Agri-Food Canada, Lacombe Research and Development Centre in Lacombe, Alta requires an upgrade to the Delta BACnet Control building control system. Delta BACnet controls is required in order to maintain compatibility with the existing system. ESC Automation Inc is the only supplier of Delta BACnet controls and thus a sole source contract with ESC Automation Inc. is required.
SCOPE OF WORK:
The work will include all parts and labour to upgrade the system as follows:
Upgrade CP3, CP4, CP5, and associated subnet controllers to newest Delta Bacnet controls as detailed below:
• Supply and install new Bacnet version 3.40 eBMGR controller to replace the existing CP3 obsolete DCU controller.
• Supply and install of 44 new DAC-633 controllers to replace the existing V2 IZA218’s on the CP3 subnet.
• Supply and install of new Bacnet version 3.40 eBMGR controllers to replace the existing CP4 obsolete DCU controller.
• Supply and install of 8 new DAC-633 controllers to replace the existing V2 IZA218 Controllers on the CP4 subnet.
• Supply and install of 20 new DVC-V322A VAV controllers to replace the existing V2 IZC230 VAV Controllers on the CP4 subnet.
• Supply and install of new BACnet version 3.40 eBMGR controllers to replace the existing CP5 obsolete DCU controller.
• Supply and install of 10 new DAC-633 Controllers to replace the existing V2 IZA218 Controllers on the CP5 subnet.
• Supply and install of 19 new DVC-V322A VAV Controllers to replace the existing V2IZC230 VAV Controllers on the CP5 subnet.
• Supply and install new VFD’s on main AHU2 to replace the aging / failing VFD’s currently in place. These drive must be by ESC to ensure compatibility with the Delta BACnet system.
• Include all required controls re-commissioning, programming, and graphics updates.
• Include a DDC point cross reference sheet for referencing of new point to old point addresses.
• Include all required in house and on-site labour as outlined in above scope.
• Include all other required miscellaneous installation materials and permits in order to execute the above scope.
• Include new network cabling from CP3, CP4, and CP5, to the nearest V3.40 Ethernet controller.
• Warranty of new installation from defective material and workmanship for a period of one year.
CONTRACT PERIOD:
From Date of Award and shall be completed prior to September 9, 2016.

Estimated Value: $280,000.00 (including GST).

The work will include all in-house and on-site labour, miscellaneous installation materials, new network cabling, and permits. The contractor will warranty the new installation from defective material and workmanship for a period of one year following the completion of the installation. ESC Automation Inc is the only supplier of Delta BACnet controls.
ACAN NOTICE:
You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a "Statement of Capabilities" that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, and then the Contracting Authority will proceed to a full tendering process.
Inquiries on Submission of Statement of Capabilities
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing, either via letter, facsimile or email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities in block letters.
The Crown retains the right to negotiate with suppliers on any procurement.
