Notice of Proposed Procurement
Title: Quality Review of French Pre-Employment Polygraph (PEP)
The Royal Canadian Mounted Police (RCMP) requires the services of a professional quality reviewer to perform formalized Quality Control (QC) of French Pre-Employment Polygraph tests for the RCMP Pre-employment Polygraph Examinations program. This is to ensure that testing, whether conducted by RCMP members or contractors, is done in accordance with QC procedures, to ensure that the program maintains high standards, and that the program is defensible. The requirement for an unbiased QC program is based on the need to have a formalized tool in place to validate test results and ensure consistency in techniques and practices. Consultation with Program Managers from other agencies and experience has demonstrated that there are serious consequences when mistakes are made and not noticed. This independent QC review will enhance the credibility of the PEP program. The work is described in detail in the Request for Proposal.
To be declared responsive, a bid must comply with all the requirements of the bid solicitation; meet all mandatory criteria; and must achieve the minimum pass mark of 63 points to be considered compliant. Minimum pass mark: 70%. This is described in detail in the Request for Proposal.
The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 70% for the technical merit and 30% for the price. This is described in detail in the Request for Proposal.
The resulting contract shall be for a one year period from contract award date. In addition, the RCMP has an irrevocable option to extend the contract for two (2) additional one (1) year period(s). This is described in detail in the Request for Proposal.
The Crown retains the right to negotiate with suppliers on any procurement.
