1.1 FIXED BRIDGE
This project consists of two parts; the replacement of the fixed bridge and, the rehabilitation of the swing bridge. Work of this part of the Contract comprises the replacement of the Kingston Mills Fixed Bridge, adjoining retaining walls and, rehabilitation of approaches. While a pedestrian detour is to be provided at the site, the road will be closed to vehicular traffic for the duration of the project.
The Contractor will be responsible, as per the general conditions as well as the specifications and drawings, for the timely completion of the work associated with this Contract and completion in a workman like manner and ensuring the quality of the work of their own forces and all subcontractors.
There are key milestone and completion dates that are significant to the Owner and the schedule. Work must be monitored and completed to meet the goals at the milestone and completion dates specified.
Work of this part of the contract is to also be coordinated with the work on the swing bridge, forming the other part of the contract.
1.2 SWING BRIDGE
Work of this Contract comprises the rehabilitation of the Kingston Mills Swing Bridge superstructure, abutments, central pier and, associated facilities. This work is to be coordinated with the work of replacing the fixed bridge structure, immediately east of the swing bridge. To complete the work of these two projects, it will be necessary to close the bridge sites to traffic for an extended period of time (August 2016 to end of May 2017). During the period of mid to end of October, 2016, to the end of May, 2017, the existing superstructure of the swing bridge is to be rehabilitated and mechanical and electrical components are to be removed and new components installed. Note that the swing bridge cannot be closed to traffic until either the temporary service road has been installed or the fixed bridge has been completed to the point that Power Authority service/emergency vehicles can safely cross the structure.
The Contractor will be responsible, as per the general conditions as well as the specifications and drawings, for the timely completion of the work associated with this Contract and ensuring the quality of the work of their own forces and all subcontractors.
There is a significant amount of steel work on this project and this must be completed in a manner that is similar but not identical to the existing bridge. The steel work must be coated with the specified coating system to thoroughly protect the steel. It is intended that new structural steel components will be fabricated off- site, pre-assembled on site and erected by crane into the final location.
There is concrete work to be completed to reface/repair the east abutment and completed concrete repairs at the west abutment. Concrete work is also required on the counterweight of the bridge as well as that on the south main girder. Care must be taken to produce a good, solid and durable end product.

A Bid security is required.
Contractors must have $5,000,000.00 Liability Insurance Coverage and a Builder’s risk insurance.
