  All bids bonds are to be submitted in hard copy by the bid closing date and time to the mailing address indicated above.

  Any tender received after the above noted time will be considered late and will be returned to the sender unopened. Tenders may be revised by email, provided the render and revision(s) are both received prior to Tender Closing Time.

  SCOPE OF WORK / DELIVERABLES:

  The scope of work consists of the furnishing of all plant, labour, equipment and material for this float reconstruction at Bella Bella, Campbell Island, BC. The project is to be completed in strict accordance with the specification and accompanying drawings, and subject to all terms and conditions of the Contract.

  In general, work under this contract consists of, but will not necessary be limited to, the following:

1. Removal of existing mooring piles;
2. Removal of existing floats;
3. Installation of new float modules;
4. Driving of new steel mooring piles;
5. Repairing existing dolphins;
6. Replacement of fascia;
7. Assorted repairs to decking, bullrails and floatation pontoons.

   Please note: The following materials will be supplied by DFO and will be available for retrieval by the Contractor.

1. 3.66m (12’) wide standard SCH light float module kits – QTY: 1
2. 3.66m (12’) wide standard SCH light end piece kits – QTY: 1
3. 2.74m (9’) wide standard SCH float module kits – QTY: 13
4. 2.74m (9’) wide standard SCH end piece kits – QTY: 1
5. Fiberglass Pontoons (1220mm x 2440mm x 610mm) – QTY: 8
6. Zinc Pile Anodes with mounting brackets and Crosby Clips – QTY: 19
7. UHMW rubstrip (100mm x 25mm x 1000mm) – QTY: 60 pieces
8. Steel Piles (406mm diameter x 12.7mm wall x 18.3m long) – QTY: 19 pieces

   LOCATION OF WORK, WORK SITE AND DELIVERY POINT:

   Bella Bella, Campbell Island, BC

   FAMILIARIZATION WITH SITE:

   Before submitting a bid, bidders can visit the site and its surroundings, at their own expense, to review and verify the form, nature, and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure, and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies, and other circumstances which may influence or affect their bid. No allowance shall be made subsequently in this connection on account or error or negligence to properly observe and determine the conditions that will apply.

   Contractors, bidders, or those they invite to site are to review specification Section 01 35 28 – “Health and Safety Requirements” before visiting site. Take all appropriate safety measures for any visit to site, either before or after acceptance of bid.

   EXPECTED START AND COMPLETION DATES:

   Start Date: August 5^th, 2016

   Completion Date: November 30^th, 2016

   SECURITY REQUIREMENTS:

   None.

   MANDATORY REQUIREMENTS:

1. The tenderer must provide tender security, at the tenderer’s own cost, in accordance with the document entitled "Tender Security Requirements" as Bid Security is required for bids over $100,000. Under these circumstances, the Tender and original signed Bid Bond must be delivered to the Closing Location prior to the closing date.

   Note: All tender securities (Bid Bond) will be returned except that of the successful tenderer (Bidder), which will be retained until the successful tenderer (Contractor) has completed the said contract.

   QUESTION AND ANSWER PERIOD:

   Bidders should note that all questions regarding this Invitation To Tender are to be submitted ONLY in writing by email, no later than Thursday July 21^st, 2016, 2:00 PM (EDT) to the contract Officer listed below. The department may be unable to respond to questions submitted after that date.

   Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
