      All bids bonds are to be submitted in hard copy by the bid closing date and time to the mailing address indicated above.

      Any tender received after the above noted time will be considered late and will be returned to the sender unopened. Tenders may be revised by email, provided the render and revision(s) are both received prior to Tender Closing Time.

      SCOPE OF WORK / DELIVERABLES:

    The scope of work consists of the furnishing of all plant, labour, equipment and material for this repairs to the lightkeeper’s dwelling and ancillary structures at Green Island (Catalina), NL. The project is to be completed in strict accordance with the specification and accompanying drawings, and subject to all terms and conditions of the Contract.

    In general, work under this contract consists of, but will not necessary be limited to, the following:

    1. Lightkeeper’s dwelling:
    1. Repainting the wooden exterior (including the patio);
    2. Repairs to damaged shingles;
    3. Repairs to the eavestrough;
    4. Replacement of exterior light fixtures;
    5. Supply and installation of a new basement door and frame.
    1. Equipment building:
    1. Re-painting the wooden exterior;
    2. Replacement of the concrete approach and landing at the entrance;
    3. Replacement of 2 baseboard heaters;
    4. Sealing of cracks in the floor slab.
    1. Re-painting of the steel and concrete surfaces associated with the foghorn and skeletal tower.
    2. Construction of a new treated timber boardwalk.

    Datum used for this project is Lowest Normal Tides (LNT).

    The following are known as potential project related safety hazards at site:

    1. Working in close proximity of water, wet and slippery conditions, and inclement weather environment.
    2. Heavy lifting and working at heights.
    3. Steep terrain (cliffs) and risk of falling.

    LOCATION OF WORK, WORK SITE AND DELIVERY POINT:

    Green Island (Catalina), NL.

    The site is remote and only accessible by helicopter or boat.

    FAMILIARIZATION WITH SITE:

    Site visit is mandatory before tender closing. Site visits will be offered on Tuesday, August 9th, 2016 or Thursday, August 11th, 2016. Contractors wishing to visit the site must contact by email the Senior Contracting Officer listed below.

    Before submitting a bid, it is required that bidders visit the site and its surroundings to review and verify the form, nature and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their bid or costs to do the work. No allowance shall be made subsequently in this connection on account of error or negligence to properly observe and determine the conditions that will apply.

    Contractors, bidders or those they invite to site are to review specification Section 01 35 29 - Health and Safety Requirements before visiting site. Take all appropriate safety measures for any visit to site, either before or after acceptance of bid.

    SECURITY REQUIREMENTS:

    MANDATORY REQUIREMENTS:

    1. The tenderer must provide tender security, at the tenderer’s own cost, in accordance with the document entitled "Tender Security Requirements" as Bid Security is required for bids over $100,000. Under these circumstances, the Tender and original signed Bid Bond must be delivered to the Closing Location prior to the closing date.

      Note: All tender securities (Bid Bond) will be returned except that of the successful tenderer (Bidder), which will be retained until the successful tenderer (Contractor) has completed the said contract.

      QUESTION AND ANSWER PERIOD:

      Bidders should note that all questions regarding this Invitation To Tender are to be submitted ONLY in writing by email, no later than Wednesday, August 17th, 2016, 2:00 PM (EDT) to the contract Officer listed below. The department may be unable to respond to questions submitted after that date.

      Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
