Invitation to Qualify for Commercial Wi-Fi Services (15-34077/B)

On June 22, 2018, Canada issued a Request for Supply Arrangement (RFSA) directly to the Qualified Respondents that closed on July 27, 2018. Canada wishes to thank all Suppliers who submitted responses to the RFSA. The evaluation of the responses has been completed. The following is the list of Suppliers who successfully met the mandatory and point-rated criteria set out in the RFSA, and therefore qualified for issuance of a supply arrangement for commercial Wi-Fi services:

• TELUS
• Bell Canada

Only Suppliers that have been issued a valid supply arrangement for commercial Wi-Fi services are eligible to respond to subsequent Requests for Proposals (RFPs) on an as-and-when requested basis.

The following is the list of Respondents who successfully met the mandatory experience requirements set out in the ITQ and therefore qualify to proceed to the Review and Refine Requirements (RRR) Phase of the procurement process:

Respondents who did not successfully qualify at this ITQ Phase will not be able to participate in the next procurement phases for this round of qualifications.

Shared Services Canada (SSC) has a requirement for an owned and managed commercial Wi-Fi service. Commercial Wi-Fi services will enable remote work, networking and teamwork in a wireless environment. Since the existing SSC Wi-Fi deployments are department-specific, they do not facilitate easy roaming for Government of Canada (GC) users across different GC locations. SSC intends to establish a complementary commercial Wi-Fi service that will permit GC users to connect to any GC Wi-Fi service regardless of GC location. Commercial Wi-Fi could be deployed in government buildings across Canada, from coast-to-coast-to-coast.

This Invitation to Qualify (ITQ) is neither a Request for Proposal (RFP) nor a solicitation of bids or tenders and is intended only to pre-qualify suppliers that possess the qualifications required by SSC for participation in the next phase of the procurement process. No contract will result from this ITQ. This Invitation to Qualify (ITQ) is the first phase of the procurement process by SSC for commercial Wi-Fi services. Canada reserves the right to cancel the procurement process at any time.

Given that the ITQ process may be partially or completely cancelled by Canada, in accordance with the applicable terms, it may not result in any of the subsequent procurement processes described in this document. Because the ITQ is not a bid solicitation, suppliers who submit a response can choose not to bid on any subsequent solicitation.
