      PLEASE NOTE:

      All bids bonds are to be submitted in hard copy by the bid closing date and time to the mailing address indicated above.

      Any tender received after the above noted time will be considered late and will be returned to the sender unopened. Tenders may be revised by email, provided the render and revision(s) are both received prior to Tender Closing Time.

      SCOPE OF WORK / DELIVERABLES:

      The scope of work consists of the furnishing of all plant, labour, equipment and material for the repair of the marine railway at Canadian Coast Guard Kenora, ON. The project is to be completed in strict accordance with the specification and accompanying drawings, and subject to all terms and conditions of the Contract.

      In general, work under this contract consists of, but will not necessary be limited to, the following:

    1. Mobilize to site with a plant of suitable size and certification;
    2. Place and grade clear stone ballast to support end of track;
    3. Adjust horizontal alignment to ensure uniform offset between east and west rail;
    4. Remove existing tie rods (four (4) locations) and install new rods connecting east and west rails (13 locations)
    5. Supply and install new tie plates (approximately 150) and secure with lags;
    6. Tighten all remaining loose fasteners (spikes/lags);
    7. Grade existing ballast as necessary to ensure trolley clearance is maintained and rails are free of obstruction;
    8. Complete post construction underwater inspection and provide photos and video of completed works; and,
    9. Demobilize.

    FAMILIARIZATION WITH SITE:

    Before submitting a bid, bidders can visit the site and its surroundings, at their own expense, to review and verify the form, nature, and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure, and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies, and other circumstances which may influence or affect their bid. No allowance shall be made subsequently in this connection on account or error or negligence to properly observe and determine the conditions that will apply.

    A video of the dive inspection can be made available upon request.

    Contractors, bidders, or those they invite to site are to review specification Section 01 35 30 – “Health and Safety Requirements” before visiting site. Take all appropriate safety measures for any visit to site, either before or after acceptance of bid.

    EXPECTED START AND COMPLETION DATES:

    Start Date: upon contract award

    Completion Date: October 31, 2016

    SECURITY REQUIREMENTS:

    None.

    MANDATORY REQUIREMENTS:

    1. The tenderer must provide tender security, at the tenderer’s own cost, in accordance with the document entitled "Tender Security Requirements" as Bid Security is required for bids over $100,000. Under these circumstances, the Tender and original signed Bid Bond must be delivered to the Closing Location prior to the closing date.

      Note: All tender securities (Bid Bond) will be returned except that of the successful tenderer (Bidder), which will be retained until the successful tenderer (Contractor) has completed the said contract.

      QUESTION AND ANSWER PERIOD:

      Bidders should note that all questions regarding this Invitation To Tender are to be submitted ONLY in writing by email, no later than Thursday September 8, 2016, 2:00 PM (EDT) to the contract Officer listed below. The department may be unable to respond to questions submitted after that date.

      Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
