    1. ADVANCE CONTRACT AWARD NOTICE (ACAN)

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    If other potential suppliers submit statements of capabilities, on or before the closing date stated in the ACAN, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

    Access to Global Entrepreneurship Monitor (GEM) microdata

    4. REQUIREMENTS/RESULTS

    Access to Global Entrepreneurship Monitor (GEM) microdata is the main product and the only absolute mandatory requirement. This microdata reflects the level and nature of entrepreneurial activity worldwide (i.e. more than one hundred countries including Canada). However those products will also be available:

    • The ability to add extra questions to the annual GEM Adult Population survey.

    • The annual GEM Canada report, which includes benchmarking with 60+ countries.

    • The GEM provincial reports as they are produced.

    • Availability of specialized reports as they are produced (e.g. Women’s entrepreneurship, Youth Entrepreneurship, Senior entrepreneurship, etc.)

    • Our ability to propose Special Topics to GEM that are of interest to ISED, and which if accepted would be done by all GEM teams worldwide.

    • Invitation for Industry Canada to participate in the annual GEM Canada Team meeting, in Toronto or Ottawa.

    • Arranging occasional workshops involving ISED and GEM Canada team members to discuss entrepreneurship and innovation issues.

    • Providing ISED with intelligence about emerging global issues from the GEM Annual meeting where over 60 countries discuss entrepreneurship issues.

    • Offering ISED the opportunity to sponsor additional studies (at extra costs) if required. (E.g., report on Youth Entrepreneurship in Canada).

    5. Minimum Essential Requirements

    Access to Global Entrepreneurship Monitor (GEM) microdata (i.e. the APS and NES). The GEM 'Adult Population Survey' (APS) is a unique instrument used to measure the level and nature of entrepreneurial activity around the world. It is administered by GEM National Teams to a representative national sample of at least 2000 respondents. For each respondent, geographic details of the city/region in which they reside. Those considered OUT of the labor force (homemakers, retirees, students) are to be included. Only those people visiting the country, in restraining institutions (prisons, mental institutions) or the military are to be excluded from the sample design. The target population for the GEM APS is 18 to 99 years old.

    The National Experts Survey (NES) is part of the standard GEM methodology and it assesses various Entrepreneurial Framework Conditions as well as some other topics related to entrepreneurship. It is intended to obtain the views of additional experts (e.g. on women entrepreneurship support, high growth business encouragement and questions related to the special topic included in the current GEM cycle).

    7. REASON FOR AWARDING CONTRACT TO THIS CONTRACTOR

    The supplier is the only one having the data (Canadian and International). This data is needed to continue the research program on Entrepreneurship in Canada.

    8. CONTRACT PERIOD/ESTIMATED COST

    The period of the contract will be from date of contract award to March 31, 2017 with a possibility of renewal for two additional option years.

    Total project cost is $28,750 (including applicable taxes) per year with a possibility of renewal at that level for two additional option years for a total of $86,250 (including applicable taxes).

    9. OWNERSHIP OF INTELLECTUAL PROPERTY

    The Contractor will own any intellectual property arising from the performance of the Work under the Contract. The Contractor is the owner of all intellectual property of Canadian GEM data. The Contractor will give the Department ISED the right to use the GEM data during the years of the contract.

    10. APPLICABLE TRADE AGREEMENTS AND APPLICABLE LIMITED TENDERING REASONS

    10.1 Section 6(d) of the Government Contracts Regulations is being invoked in this procurement as only one person or firm is believed capable of performing the contract.

    10.2 This survey is unique in Canada and is also conducted in 60 other countries allowing international comparisons. To our knowledge there is no other supplier that could be considered as an alternative.

    11. Suppliers' right to submit a statement of capabilities
    Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    CLOSING DATE AND TIME FOR WRITTEN SUPPLIER RESPONSES CHALLENGING THIS REQUIREMENT IS 14:00 HOURS, EASTERN TIME, September 30, 2016.

    You are hereby notified that the government intends to solicit a bid and negotiate with the firm identified above.

    If you wish to submit a written response showing that you are capable of meeting this requirement, it must be done not later than the closing date and time. As it is intended to proceed in a timely manner, responses received after the closing date will not be considered. The Crown reserves the right not to open this procurement to competition.

    Responses received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and is not to be construed as a competitive solicitation. Your written response must provide sufficient evidence (e.g. specifications, technical data, drawings, or any other proof) that clearly demonstrates that your product or service is capable of fulfilling this requirement.

    Suppliers that have submitted a response will be notified in writing of ISED's decision to continue with the non-competitive procurement or to compete the requirement.
