Project Title: Cape Spear NHS Lighthouse Access Road Recapitalization
The Cape Spear National Historic Site is located near St. John’s, Newfoundland and Labrador, Canada. The overall site contains multiple attractions that include geographic, cultural, and historical landmarks. On North America’s easternmost point of land, the historic Cape Spear Lighthouse, the oldest surviving lighthouse in Newfoundland and Labrador, offers a glimpse into the lives of 19th century lighthouse keepers and their families.
Vehicular Access to the Cape Spear lighthouse and the maintenance buildings is currently by means of a gated access road (driveway) from the main road (Blackhead Road). The road is paved for a length of approximately 250m from the intersection with the main road and the remainder of the roadway is gravel. This road is used by service vehicles, park staff, as well as an increasing number of outside groups for special events.
The road has experienced numerous washouts during storm events facilitating the need for continuous repairs in order to make the road passable. As a result improvements to the road are needed to stabilize the asset, thereby reducing the need for ongoing repairs. Ultimately Parks Canada would like to rehabilitate the current access road alignment through upgrades to the roadbed materials, drainage improvements, and reductions to roadway slopes in order to minimize future costs realized by operations and maintenance.
The Contractor will be responsible, as per the general conditions as well as the specifications and drawings, for the timely completion of the work associated with this Contract and ensuring the quality of the work of their own forces and all subcontractors. There are key milestone and completion dates that are significant to the Owner and the schedule. Work must be monitored and completed to meet the goals at the milestone and completion dates specified.
A bid security is required.
Contractors must have $5,000,000.00 Liability Insurance Coverage and a Builder’s risk insurance.
