REQUIREMENT:
An advance Contract Award Notice (ACAN) allows departments and agencies to post a notice for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities.
If other potential suppliers submit statements of capabilities during the fifteen calendar days posting period, and meet the requirements set out in the ACAN, the Department or Agency must proceed to full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.
The Canada Revenue Agency (CRA) has a requirement for up to and including three hundred (300) Rocstor CommanderX EC31, USB 3.1, with CBC Mode, eNova compatible hardware encrypted external hard drive enclosures with factory installed 4TB hard drives (item# C280Q2-01), including a minimum two year replacement warranty and service support, as well as options for the supply and delivery of additional units (4TB and options for larger capacities – 6TB, 8TB & 10TB), including a minimum two year replacement warranty and service support, to be exercised at the CRA’s discretion within next three (3) years; and for the supply and delivery of technical documentation for each order covering installation, configuration, and operation and troubleshooting.
Rocstor is the Original Equipment Manufacturer (OEM) of the CommanderX EC31, USB 3.1, with CBC Mode, eNova compatible hardware encrypted external hard drive enclosures with factory installed 4TB hard drives (herein referred to as CommanderX EC31 USB 3.1 External drive).
The CommanderX EC31, USB 3.1 External drive is the only external drive that meets all of CRA’s mandatory requirements below.
Technical Requirements
The proposed hard drive and enclosure MUST be backward compatible USB 3.1 certified, and include one USB 3.1 cable (USB Type-C to Type-A cable).
The proposed hard drive MUST have a capacity of 4 TB and must operate at a minimum of 7200 RPM.
The proposed hard drive and enclosure MUST include AES-256 bit encryption standard using the Cipher-Block Chaining (CBC) encryption mode, and must be NIST FIPS 140-2 certified.
The proposed hard drive and enclosure MUST utilize the Enova X-Wall hardware encryption technology.
The proposed hard drive and enclosure MUST include a minimum of three physical security keys (tokens) for authentication, which are compatible with the ENOVA Key Management tool that CRA currently uses to manage security tokens programming. The key encryption management MUST be entirely done at CRA and no MASTER or DUPLICATE keys are allowed outside CRA.
The proposed hard drive and enclosure MUST be bootable.
The proposed hard drive and enclosure MUST NOT require any drivers or applications to be installed on the user’s computer to operate with Microsoft operating systems, and MUST be compatible with Windows XP, Vista, Windows 7, 8, and 10.
The proposed hard drive and enclosure MUST have a built-in power supply.
The proposed hard drive and enclosure MUST have a secure shock-absorbent mechanism.
The proposed hard drive and enclosure MUST be certified by the OEM that the equipment does not exceed the Class B limits for radio noise emissions from a digital apparatus set out in the Radio Interference Regulation ICES-003 or US FCC Class B equivalent, at close of bid. This confirmation must be in one of the following forms:
a)A copy of the covering letter of the FCC Grant of Equipment Authorization referencing the hard drive model number and FCC Class B certification; or
b)An FCC Class B sticker placed on the hard drive complete with FCC ID number.
The proposed hard drive and enclosure MUST include an English and French user manual or installation guide.
Warranty and Service Support
The proposed hard drive and enclosure MUST include a minimum two year replacement warranty and service support.
Any defective hard drives containing sensitive data MUST remain on CRA premises and disposed of internally by CRA.
The bidder MUST provide a Technical Support Coordinator that will be a single point of contact for the CRA.
Reasons for the ACAN:
It has been determined that Rocstor is the only available supplier who can fulfill this requirement based on the mandatory technical specifications of CRA indicated in this ACAN. Previous procurements for the same requirement have shown that no other supplier has been able to fulfill all such requirements. Only Rocstor has the capabilities to provide hard drive enclosures that include AES-256 bit encryption standard using the Cipher-Block Chaining (CBC) encryption mode, and must be NIST FIPS 140-2 certified. This is a mandatory encryption standard established by the government of Canada. As well, the proposed hard drive and enclosure MUST utilize the Enova X-Wall hardware encryption technology which includes the use of physical tokens. CRA already owns the Enova Key Management tool and controls the programming for the hardware encrypted devices with physical tokens. No other encryption technology has shown to be compliant with CRA’s needs. Rocstor remains the only compliant supplier to these and all the Technical Requirements of this procurement.
Government Contracts Regulations Exception
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work"
National Security Exception
On May 4, 2014, the Government of Canada announced on the Government Electronic Tendering Service that it had invoked the National Security Exception under the trade agreements in respect of procurements related to end user device hardware, software and associated support services for Shared Services Canada. As a result, this requirement is subject to the National Security Exception.
The contract is for a three (3) year period with no optional periods.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date indicated in the closing date for statement of capabilities indicated below. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The closing date and time for accepting statements of capabilities is 14:00, November 4, 2016.
