    SCOPE OF WORK / DELIVERABLES:

    The scope of work consists of the furnishing of all plant, labour, equipment and material for this diesel fuel and waste oil tank replacement at the Canadian Coast Guard Lifeboat Station in Burgeo, NL. The project is to be completed in strict accordance with the specification and accompanying drawings, and subject to all terms and conditions of the Contract.

    In general, work under this contract consists of, but will not necessary be limited to, the following:

    1. The removal and disposal of the 9,092 Liters diesel fuel tank, dispenser and hose system;
    2. The removal and disposal of the 2,073 Liters waste oil tank;
    3. The supply and installation of the 15,000 Liters diesel fuel tank with fuel pump, digital meter and dispenser hose;
    4. The supply and installation of the 2,073 Liters waste oil tank;
    5. Provide a temporary fuel supply during construction; and
    6. The reconnection and extension of the existing tank monitoring system.

      FAMILIARIZATION WITH SITE:

      Before submitting a bid, bidders can visit the site and its surroundings, at their own expense, to review and verify the form, nature, and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure, and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies, and other circumstances which may influence or affect their bid. No allowance shall be made subsequently in this connection on account or error or negligence to properly observe and determine the conditions that will apply.

      Contractors, bidders, or those they invite to site are to review specification Section 01 35 29.06 – “Health and Safety Requirements” before visiting site. Take all appropriate safety measures for any visit to site, either before or after acceptance of bid.

      EXPECTED START AND COMPLETION DATES:

      Start Date: Upon contract award.

      Completion Date: February 23, 2017

      SECURITY REQUIREMENTS:

      None.

      MANDATORY REQUIREMENTS:

    1. The tenderer must provide tender security, at the tenderer’s own cost, in accordance with the document entitled "Tender Security Requirements" as Bid Security is required for bids over $100,000. Under these circumstances, the Tender and original signed Bid Bond must be delivered to the Closing Location prior to the closing date.

      Note: All tender securities (Bid Bond) will be returned except that of the successful tenderer (Bidder), which will be retained until the successful tenderer (Contractor) has completed the said contract.

      QUESTION AND ANSWER PERIOD:

      Bidders should note that all questions regarding this Invitation To Tender are to be submitted ONLY in writing by email, no later than Tuesday, November 22nd, 2016, 2:00 PM (EST) to the contract Officer listed below. The department may be unable to respond to questions submitted after that date.

      Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
