PROJECT TITLE: Parliamentary Committee Monitoring Services

 SUMMARY: DIAND requires the services of a contractor to provide monitoring services for Parliamentary Committees. The period of the Standing Offer Agreement is from award until March 31, 2020.

 M1 Corporate Profile

 The Bidder MUST provide a company profile and corporate resume demonstrating the Bidder’s knowledge and experience in the provision of Parliamentary Committee Monitoring Services* relevant and similar to DIAND’s requirements as defined in the SOW. At a minimum, the Bidder must include within the profile:

1. The full legal name of the firm submitting the Bid (including, as applicable, all joint venture, partners or subcontractors); and
2. A written description of approximately 250 words indicating the Bidder’s capabilities as a firm, including resource availability, the extent of its experience in the provision of Parliamentary Committee Monitoring Services, and the relevance to DIAND’s requirement as described in the SOW.

 * Parliamentary Committee Monitoring Services experience is defined as experience attending Parliamentary Committee meetings, listening, summarizing and reporting on committee activities through the provision of a brief summary report that is no longer than two (2) pages.

 M2 Corporate Experience

 At a corporate level, the Bidder MUST provide two (2) written project summaries describing in detail the Bidder’s current and previous experience in successfully providing Parliamentary Committee Monitoring Services during the past (5) years.

 Within each project summary provided, the Bidder must indicate (a-d):

1. the name and a brief description of the client organization;
2. a brief description of the scope and complexity of the project;
3. the dates/duration (in years/months) of the project;
4. the dollar value of the project to the Bidder;

 Along with EACH project summary, the Bidder MUST provide the name and one means of contact (i.e. e-mail address or telephone number) of the client project authority to whom the Bidder reported. DIAND reserves the right to contact the named client project authority to verify the accuracy and veracity of the information provided in the Bidder’s Proposal.

 At least one (1) of the submitted projects MUST have involved the provision of services within Ottawa, Ontario-Gatineau, Quebec, National Capital Region of Canada.

 Each submitted project MUST meet the following minimum time and cost requirements: length and project must be at least two (2) months; and value of the contracted work must be at least $1,000.00.

 M3 Business Presence

 The Bidder MUST demonstrate having an active business presence in the Ottawa, Ontario-Gatineau, Quebec, and National Capital Region of Canada. Should a Bidder submit the business presence of a subcontractor to meet this requirement, the Bidder MUST provide proof of the contractual agreement between the Bidder and the subcontractor for the business presence to be accepted.

 This procurement is set aside from the international trade agreements under the provision each has for set-asides for small and minority businesses.

 Further to Article 1802 of the Agreement on Internal Trade (AIT), AIT does not apply to this procurement.
