dvance Contract Award Notice – 16-22116 - Gallium nitride Laboratory Service

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

The purpose of this ACAN is to advertise to the supplier community that the NRC intends to negotiate and issue a service agreement to Global Communications Semiconductors (GCS) for a laboratory service. Global Communications Semiconductors (GCS) is a semiconductor foundry with extensive experience fabricating commercial gallium nitride electronics, including through-wafer vias. GCS has a unique skill set, offering a through-wafer via process that is compatible with the NRC’s existing GaN foundry design kit and will allow for a seamless transfer of GaN methods. NRC supplies GSC with 3 inch GaN semiconductor wafers that have been partially processed by the NRC and the vendor completes the sequences to satisfy NRC’s technical requirements. GCS uses a patented process that completes the final stages of the recipe. There are no other known vendors that have this capability. NRC has posted a request for information and contacted a number of semiconductor foundries. There are no other known vendors that can satisfy our requirement.

Cost Estimate of the Proposed Contract: $200,000.00 -$500,000.00 USD

Estimated Contract Term: December 15 2016 to December 15 2020.

This posting will serve for the immediate requirement and serve for future contracts until December 15 2020.

Supplier’s Right to Submit a Statement of Capabilities: Suppliers who consider themselves fully qualified and available to provide the services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
