ACAN - 16-22127 – In Building Cellular Service Upgrade
1.0 An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2.0 Definition of the requirement: The National Research Council (NRC) Canada has a requirement for an in building cellular upgrade. The NRC has four (4) main buildings with cellular coverage issues located at 2320 Lester Road U89A (Two Floors), U89B (Two Floors), U89C Garage, Dynamics Bay and four (4) remote buildings, U-88, U-88A, U-90 and U-91. NRC wishes to hire a turn-key service provider that is able to resolve our cellular coverage issues. The Contractor will be responsible to determine the cause of the cellular coverage issues with each building/remote building and implement a cost effective solution. The contractor will be responsible not transmit and interfere with radio-frequencies used by the Ottawa International Airport Terminal, Transport Canada (TC) and Department of National Defense (DND). The solution must be pre-approved by Rogers as Rogers is the lease holder of the area.
3.0 This procurement is subject to the following trade agreement(s)

4.0 Justification for the Pre-Identified Supplier: The proposed contractor “VEGAWAVE” has been selected for this contract as they have an exclusive agreement with Bell and authorization from Rogers to satisfy NRC’s requirement. Rogers owns the vast majority radio frequencies in the area along with the existing equipment/infrastructure to support NRC’s cellular needs. A few remote sites are presently using Bell networks. “VEGAWAVE” has been granted written pre-authorization from Rogers to act on behalf Rogers. “VEGAWAVE” is the considered an exclusive partner of Rogers for NRC’s site. “VEGAWAVE” also has an exclusive agreement with Bell Canada for contracts of this size and scope to provide cellular upgrades and turn-key services. There are no other turn-key providers in the area that are able to satisfy NRC’s requirements for reasons of exclusivity. The proposed contractor is the only party in the area that has the exclusive rights to act on behalf of the (OEM) Rogers Networks.
5.0 Ownership of Intellectual Property - There are no IP considerations with this service agreement. The crown will have <<right of use>> once the solution has been implemented. Any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.
6.0Period of the proposed contract or delivery date: The contract will begin shortly after the ACAN closes in early January 2017 and will be completed by March 31st 2017.
7.0 Cost estimate of the proposed contract - $105,000.00 (plus taxes)

9.0 Suppliers' right to submit a statement of capabilities:
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
