    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service Canada has a requirement to provide optometrist services at Dorchester Penitentiary (Medium, Minimum and Shepody)

    Objectives: The Contractor shall provide bilingual optometry services to inmates of the Correctional Service of Canada (CSC), in particular at Dorchester Penitentiary and Shepody Healing Centre.

    Deliverables:

    • Perform general eye examinations and refractions assessing the visual status of offenders. Offenders are referred by the medical/nursing staff or upon request of the offender/patient.
    • Prescribe corrective lenses as per the guidelines in the Essential Health Services Framework.
    • Fitting and adjusting existing frames as requested by the Chief of Health Services.
    • Referral to medical specialists (i.e. Ophthalmologist) for consultation and treatment as required in consultation with the Chief of Health Services.
    • Provide advice to institutional management on the proper maintenance required, repairs, and recommended changes to optometry equipment
    • Provide all necessary procedures for the provision of corrective lenses. These appliances will be obtained through the approved CSC method of procurement and in accordance with CSC’s Essential Health Services Framework.
    • The contractor shall participate as required in Institutional, Regional and/or National activities and committees related to Quality Improvement, Patient Safety and Accreditation at the request of the Project Authority.
    • Conduct Optometry clinics every two weeks up to a yearly maximum of twenty-six (26) clinics up to a maximum of 156 hours per year. Schedules shall be established in consultation with the Project Authority. A clinic session shall be on average 6 hours in duration and are to be conducted between the hours of 0800 and 1600 hrs.

    Expected Delivery Date: April 1, 2017 to March 31, 2020.
