Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada has a requirement to provide professional Physiotherapy Services at Mountain Institution, Kent Institution, Matsqui Complex (including Matsqui Institution, Fraser Valley Institution and the Regional Treatment Centre/Pacific Institution) and Mission Complex (including Mission Institution, Ferndale and Kwikwexwelhp).
Objectives:
The Contractor is responsible for the patients (offenders) who are referred to the Physiotherapist by the Institutional Physicians with an accompanying treatment diagnosis or by a nurse for assessment. The Contracted Physicians may order specific treatment, or, request that the Physiotherapist assess and treat the patient.
Tasks:
The Contractor Must:
1 Assess the patients (offenders), commence treatment and evaluate the efficacy of the treatment given.
Convey to the Institutional Physician the assessment, commencement of treatment and the evaluation of the efficacy of the treatment given.
Treat patients with physical exercises, mechanical apparatus, massage, mobilization, the application of heat or cold, light, water and/or electronics.
Conduct physiotherapy clinics at the institutions named above. Clinics will normally be of two (2) hours duration, up to but not necessarily two (2) clinics per week at each institution, excepting statutory holidays and vacation, and will be scheduled at a time which is mutually convenient for both the Contractor and the Department.
Be able to provide, if requested; a male and/or female service provider at a specific time and/or location (example: a female Physiotherapist to provide services to female offender(s) at Fraser Valley Institution).
Ability to work in a team concept for the delivery of services.
Participating as required and/or as requested by the Project Authority in activities and committees related to Quality Improvement, Patient Safety and Accreditation within the institution(s), Region and /or National Headquarters.
Examples of activities may include, but are not limited to:
7.1. Assisting to identify evidence for Accreditation Standards,
completion of surveys required by Accreditation Canada, and
7.3 participating in improvement opportunities identified as a result of quality improvement data collection and/or activities.
Deliverables:
Keep records of treatment provided and patient's progress. These records are to be retained by the Department, specifically in the Health Care Unit, to form part of the patient's health care record.
Monthly reports will be provided by the Contractor, as requested by the Project Authority, of activities undertaken in the previous month. These reports shall be provided to the Project Authority in such format as the Project Authority requests.
Standards:
The Contractor must perform services that are consistent with the Community Standards,
set by the College of Physiotherapists of British Columbia and within the standards of the Correctional Service of Canada, including but not limited to, the use of Universal Precautions as required in the performance of their duties.
Term of Contract:
Period of the Contract: The Work is to be performed during the period of April 1, 2017 to March 31, 2021.
