INVITATION
The Department of Foreign Affairs, Trade and Development (DFATD) requires the services of a Consultant to implement the Field Support Services project (FSSP) in the West Bank and Gaza.
To ensure the effectiveness, efficiency, quality and relevance of Canada’s support in responding to the development challenges in the West Bank and Gaza (WBG), the West Bank and Gaza Development Program of Department of Foreign Affairs, Trade and Development (DFATD) requires access to local technical expertise. To meet this need, the WBG Program has designed the Field Support Services Project (FSSP) to manage the selection and administration of technical specialists in various programming sectors, including support for local initiatives, gender, environment, humanitarian assistance, sustainable economic growth, and agriculture. The FSSP will be managed by the Consultant.
The purpose of this notice is to invite formal costed proposals from eligible Consultants. On the basis of the formal proposals, one Consultant will be invited to negotiate a contract for the provision of services. DFATD reserves the right to refuse any or all proposals received. The anticipated contract duration is five (5) years.
WORKING LANGUAGE OF THE PROJECT
The working language for this project is English.
DESCRIPTION OF SERVICES
To help improve the efficiency of program and project work by stakeholders and the impact of Canada’s development program, the Consultant must undertake procurement and contract administration of goods, services and Technical Specialists.
The Consultant will be the overall manager, administrator and coordinator, bringing together the various resources required to execute the Project. The Consultant will be responsible for carrying out activities required for the financial and operational administration of the Project.
BIDDERS CONFERENCE
A bidder’s conference will be held on March 1st, 2017.
CONSULTANT PROFILE
To meet the requirements of the assignment, DFATD is seeking to retain the services of a Consultant with a set of demonstrated and verifiable capabilities. DFATD is seeking a Consultant with experience in providing services similar to the FSSP (average annual project value, location of the project and types of services provided in the project).
