    1.0 Purpose

    The National Capital Commission (NCC) is proceeding with an invitation to tender for the provision of forestry services. The said services will be required on a per period basis (groupings of weeks) from early May to the end of October. The contract duration is for one year beginning May 1, 2017 and ending October 27, 2017 with an option to extend by two (2) successive one (1) year terms at the same terms, conditions and pricing.

    1.1 Work Location

    The forestry services are to be provided on lands located in the urban sector of Canada’s Capital Region and on leased lands located throughout the Capital Region. The urban lands sector contains national institutions and commemorative sites, urban parks, parkways and pathways corridors traversing forested areas, naturalized lands and urban forests. As for leased properties/lands under NCC jurisdiction, they are located in Urban Lands, Gatineau Park and Greenbelt. There are 811 leased properties/lands.

    1.2 National Capital Commission

    The NCC is a Crown corporation of the Government of Canada, and its mission is to ensure that Canada’s Capital Region is of national significance and a source of pride for Canadians.

    2.0 Scope of Work

    This invitation to tender is for the provision of a certified forestry technician to:

    Supervise tree plantings and maintenance of planted trees by NCC contractors;

    Follow-up on tree planting warranties;

    Identify stumping and tree removal priorities; and,

    Identify the needs for tree planting on leased lands and develop a plan to address these needs.

    2.0.1 The forestry services are to be provided within the boundaries of the urban lands sector of Canada’s Capital Region and on leased properties/lands located throughout the capital region.

    2.0.2 The same technician must be available for both seasons of the two year term of the contract to ensure continuity of service.

    2.0.3 The forestry services will be required on a per period basis (groupings of weeks) from early May to the end of October, on weekdays, during the day.

    2.0.4 The contract ensures a minimum of 600 hours and a maximum of 800 hours on a yearly basis.

    2.0.5 All equipment and vehicle required to undertake the work and fulfil the requirements of this contract are to be provided by the service provider.

    MANDATORY BIDDING REQUIREMENTS: Ensure and provide with your tender proof of college or university education in forestry or aboriculture,, have a membership in good standing with the International Society of Aboriculture (ISA) as a certified arborist, have a current credential as an ISA certified Tree Risk Assessor, and possess at least five (5) years of work experience in forestry (proof of education, certification, work experience and references to be supplied with tender; failure to do so will result in disqualification);
