Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Note: This ACAN advises of the Department of National Defence’s (DND’s) intention to evaluate canines at a pre-identified supplier and procuring those canines that pass the evaluation. Should another supplier(s) demonstrate, through a statement of capabilities, that they meet the requirements detailed within this document, DND will provide equal opportunity for evaluation of their offered canines and procuring those canines that pass the evaluation.

The Department of National Defence has a requirement for the supply of quantity four (4) canines. The full requirement is detailed within the uploaded document.

Justification for the Pre-Identified Supplier
The pre-identified supplier informed DND of their ability to provide canines for evaluation to meet DND’s short term commitment by way of a late bid submitted on RFSO W6399-17JE03.
Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".
Limited Tendering Reasons
The following limited tendering reasons are invoked under AIT – Article 506 - Procedures for Procurement 11(f) and NAFTA – Article 1016 - Limited Tendering Procedures 2(a): An absence of tenders in response to an open call for tenders (RFSO W6399-17JE03).
Period of the proposed contract or delivery date
The deliverables are due to be available for evaluation during the period of 29 May to 9 June 2017, inclusive.

Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The closing date and time for accepting statements of capabilities is April 28, 2017 at 2:00 p.m. EDT.
