An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers- to signal their interest in bidding, by submitting a statement of capabilities.
If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
The Department of National Defence has a requirement for a Standing Offer to provide Aeronautical Engineering Specialists Training Courses on an "as and when requested" basis. The purpose of the courses is to provide specialist engineering training to the Royal Canadian Air Force fleets, to meet the Airworthiness regulations as well as provide day-to-day engineering expertise to solve technical problems and maintain operational availability and capability. The support covers all disciplines of engineering for all types of aircraft operated by the RCAF.
The following aerospace course topics must be covered:
a. Flight Test Principles and Practices;
b. Fundamental Avionics;
c. Commercial Aircraft Safety Assessment and 1309 Design Analysis;
d. Principles of Aerospace Engineering;
e. Software Safety, Certification and DO- l 78C and Integrated Modular Avionics;
f. FAA Certification Procedures and Airworthiness Requirements as Applied to Military
Procurement of Commercial Derivative Aircraft/Systems;
g. Cabin Safety and Crashworthiness of Cabin Interior;
h. Aircraft Structural Loads: Requirements, Analysis, Testing and Certification;
i. Principles of Aeroelasticity;
j. Electrical Wiring Interconnect System;
k. Aircraft Icing: Meteorology, Protective Systems, Instrumentation and Certification;
l. Airplane Flight Dynamics;
m. Civil and Military Certification of Propulsion Systems to Support Aircraft and Helicopter Operations; and
n. Rotorcraft Vibration: Analysis and Practical Reduction Methods.
The training courses should be delivered using a combination of the following methods:
• Lectures;
• Simulations;
• Practical exercises;
• Video presentations
Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following requirements:
a. Demonstrated experience in conducting aerospace short training courses covering a maximum period of 5 days for one complete course;
b. Demonstrated experience in conducting training courses in North America that cover US National Transportation Safety Board (NTSB) and Canadian Transportation Safety Board (TSB) procedures and standards;
c. Demonstrated experience delivering aerospace short training courses on at least 10 separate occasions to classrooms of over six students; and .
d. Demonstrated experience delivering the following aerospace short training courses topics:
• Flight Test Principles and Practices;
• Fundamental Avionics;
• Commercial Aircraft Safety Assessment and 1309 Design Analysis;
• Principles of Aerospace Engineering;
• Software Safety, Certification and D0-178C and Integrated Modular Avionics;
• FAA Certification Procedures and Airworthiness Requirements as Applied to Military Procurement of Commercial Derivative Aircraft/Systems;
• Cabin Safety and Crashworthiness of cabin interior;
• Aircraft Structural Loads: Requirements, Analysis, Testing and Certification;
• Principles of Aeroelasticity;
• Electrical Wiring Interconnect System;
• Aircraft Icing: Meteorology, Protective Systems, Instrumentation and certification;
• Airplane Flight Dynamics;
• Civil and Military Certification of Propulsion Systems to Support Aircraft and Helicopter Operations; and
• Rotorcraft Vibration: Analysis and Practical Reduction Method
This procurement is subject to the following trade agreements:
• Agreement on Internal Trade (AIT)
• North American Free Trade Agreement (NAFTA)
• World Trade Organization -Agreement on Government Procurement (WTO-AGP)
• Canada-Peru Free Trade Agreement (CPFTA)
• Canada-Chile Free Trade Agreement (CCFTA)
The University of Kansas is the only known firm that offers readily accessible, multi-subject and specialized aerospace short-duration training using North American aviation standards.
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) "only one person or firm is capable of performing the work".
Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.
The period of the proposed Standing Offer is from the date of award to 31 March 2020.
The proposed Standing Offer will have the option to extend the term of the Standing Offer by two (2) years, one year at a time, under the same terms and conditions.
The estimated all-inclusive value of the Contract, including option periods is approximately
$300,000.00 CDN excluding taxes).

Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The closing date and time for accepting statements of capabilities is 23 May 2017, 14:00 EDT.
